全球最大民主選舉累死人 印尼71名選務人員過勞死
印尼上週三（2/14）舉行總統大選，2億選民在一天內完成投票，是全世界規模最大單日選舉。而這場選舉讓印尼4千名選務人員因過勞而通報身體不適，其中71人不幸死亡。
印尼選舉委員會（KPU）主席阿沙利（Hasyim Asy’ari）週一（2/19）在記者會上表示，在14日大選過後4天內，約4000名選務人員因為過度操勞生病、71人過勞死亡。
此次大選，印尼有2億合格選民投票選出正副總統和立法委員。政府在全國設置80萬個投票所，並聘請5百萬名選舉志工。投票時間雖只有6小時，但相關運送票櫃、開票、計票等工作必須不分晝夜進行。當天投票結束後，選務人員仍須持續工作長達12小時。

印尼於2019年大選導致超過500名選務人員過勞死後，已經對選舉志工的年齡加以限制，並且必須事先通過健康檢查。但要應付這項艱難的工作似乎仍對身體構成極大挑戰。
擁有2.7億人口的海島國家有1.7萬個島，要完全清點選票宣布正式選舉結果可能要花上一個月。但根據14日晚間的初步結果，現年72歲的國防部長普拉伯沃（Prabowo Subianto）勝選將成為下一屆印尼總統。

路透報導，墨西哥總統大選於當地時間2日登場，左翼執政黨候選人、墨西哥市前市長薛恩鮑姆（Claudia Sheinbaum）聲勢看好，有望成為該國首位女總統。不過暴力猖獗的墨西哥，選前已有38名候選人遇害身亡，大選當日更傳出有投票所遇襲，造成2人喪生，這是墨西哥史上最大規模的選舉，同時也是現代史上最血腥的一次選舉。
法新社指出，選前民調顯示，薛恩鮑姆領先同為女性的主要在野對手加維斯（Xochitl Galvez）17個百分點，而唯一的男性候選人阿爾瓦雷茲（Jorge Alvarez Maynez）民調遠遠落後。
本次將近1億墨西哥人有資格投票，除了總統之外，還將選出議員和州長等。選票上約有2萬個民選職位，是墨西哥史上規模最大的選舉。
不過，選前已有38名候選人遇害身亡，而且大選當日，墨西哥東部普埃布拉（Puebla）的科約梅潘（Coyomeapan）與特拉帕納拉市（Tlapanala），共2處投票所傳出遇襲，導致2人喪命。

（中央社墨西哥市3日綜合外電報導）前墨西哥市市長薛恩鮑姆當選該國首位女總統才過1天，該國西部女市長今天即遭到槍擊身亡，她被開了至少19槍，幫派殺手涉嫌犯案。
法新社報導，墨西哥西部米卻肯州（Michoacan）政府在社群媒體X平台發文，譴責該州市鎮「科蒂哈（Cotija）市長桑琪士（Yolanda Sanchez Figueroa）遭到謀殺一事」。
墨西哥因性別暴力猖獗而分裂，薛恩鮑姆（Claudia Sheinbaum）在總統大選獲得壓倒性勝利才為改變帶來一絲希望，就傳來女市長遭謀殺的消息。
桑琪士是於2021年當選市長，根據當地媒體，她是在一條公共道路上被擊斃。

Ein anderer Trend zeigt sich in Ostdeutschland: Dort liegt die AfD in fast allen Landkreisen vorn. In Thüringen beispielsweise erreichte die AfD nach Auszählung aller Stimmen 30,7 Prozent – ein Plus von 8,2 Prozentpunkten im Vergleich zur letzten Europawahl im Jahr 2019. Auch in Sachsen-Anhalt holte die AfD die meisten Stimmen: Sie kam auf 30,5 Prozent.

（中央社記者戴雅真東京20日專電）東京都知事選舉候選人今天截止登記，共56人參選，創史上新高。候選人有現任與前任市長、前國會議員等專業政治人士，也有牛郎、AI（人工智慧）工程師、網路喜劇演員、網紅等政治素人，年紀最大的已95歲。
這次之所以「參選爆炸」，是因政治團體「保護國民防止NHK傷害黨」（簡稱N國黨）爆量提名24人，意圖占領海報公布欄。他們原本計劃提名30人，通過審查的有24人。

「日本放送協會」（NHK）是根據「放送法」成立的公共廣播機構。依規定，安裝信號接收設備的民眾必須與NHK簽訂收看合約並支付費用，NHK會派人上門訂契約，只要家裡有電視，不管看不看都必須繳交，N國黨就是為了抵制這項制度而生的政黨。
N國黨黨魁立花孝志今天與24名候選人在東京都廳前發表演說。他說：「我們為什麼要這麼做？為的就是想要守護國民免受NHK侵害。」
N國黨這次推出海量候選人是為了「占領海報公布欄」，只要捐款給他們，就可以在東京都內約1萬4000處地點設置的公設競選海報公布欄中、N國黨所分配到的欄位內任意張貼自己喜歡的海報。
立花表示：「YouTuber想要宣傳自己也可以，想要替喜歡的牛郎、陪酒女宣傳，或是貼小狗、小貓的照片也行。」他說，因為認為這些公布欄根本是在浪費納稅人的民脂民膏，才推出這項計畫。在每個公布欄張貼海報（24張）的費用從2萬5000日圓（約新台幣5097元）起跳。

儘管有人認為架設海報公布欄浪費公帑，日本政府總務省選舉課表示，根據公職選舉法，選舉管理委員會必須設置公布欄，供候選人張貼海報。無論候選人是否張貼，都必須依據候選人數設置公布欄。
為了避免胡亂參選，東京都知事選舉每名候選人的保證金為300萬日圓，如果得票數不到有效選票的10%，保證金會被沒收。N國黨的24人共繳交7200萬日圓保證金，若以2萬5000日圓一處計算，只要賣出1萬4000處公布欄當中的2880處，就可以回本。
東京放送電視台（TBS）報導，早稻田大學教授日野愛郎說：「目前的情況是，沒有法律明文禁止，但不得不說，他們轉售投入稅金製作的選舉海報公布欄，已經違法公職選舉法的理念。」
除了目標明確的N國黨之外，候選人當中還有即將滿96歲的發明家、被稱為「中松博士」的中松義郎。他因為有大約4000項發明而知名，曾7度參選東京都知事，全數落選。
2014年選舉後，中松因為考慮自身健康，以及在海外的大學授課而沒有再選，不過今年因為「忍受不了政治現狀」而第8度參選。他在1991年曾穿著帶有彈簧的「飛鞋」競選而引發話題，這次預料也會打一場「發明選戰」。
生日在6月26日的中松即將滿96歲，如果當選東京都知事，將會在任期中迎接百歲生日。他說：「我不是老，而是比誰都更有經驗。」

東京都知事選舉候選人今天截止登記，確定56名候選人參選，創史上新高。候選人即日起可以在1萬4000處公設海報公告欄張貼競選海報，但當中有一張接近全裸的女子海報，引發爭議。
有一名自稱「都知事競選海報女孩」的賽車女郎櫻井MIU張貼了她僅遮住三點、接近全裸的開腿照片，稱是打扮成反派「小丑」（JOKER）的候選人河合悠祐的競選海報，上面還寫著「停止限制表現自由」。
河合的候選人照片沒有公開真面目，而是把臉塗上顏料、戴上帽子裝扮成電影「蝙蝠俠」裡的反派「小丑」。他曾擔任埼玉縣草加市議員，因此自稱「小丑議員」。
河合的政見包括，「我們不會提高年輕人的投票率，而是要降低老人的投票率，因此要剝奪65歲以上民眾的選舉權」，以及「打造一個男性化妝也能被認可的社會，設置男性化妝室」等，還製作了一系列相當具爭議的競選海報，當中就有櫻井MIU的開腿照。
日本最大匿名揭示板2ch創始人西村博之在社群平台X發文批評，「完全不顧忌小孩子可能會看到，簡直是腦袋有問題。這種事情竟然合法，真的是世風日下。」社群網站也爆發抗議。
讀賣新聞報導，警視廳正在檢討這張海報是否可能違法。根據「東京都迷惑防止條例」，禁止在公共場所發表猥褻言論和行為，因此這張幾乎全裸的海報可能違法。
新宿區選舉管理委員會表示，有收到「違反公共秩序與善良風俗」的投訴，但負責人表示，「如果擅自拆除可能會妨害選舉、違反公職選舉法，區沒辦法出手干預。」
河合在接受電話採訪時表示，張貼這張海報是要訴求「更廣泛的表現自由，不清楚有違法性，但已經準備接受批評」。
他還說，貼這張海報「就是想要小孩子看見」，想要讓他們知道「性的表達不是應該遮掩或是醜惡的東西，而是美麗的東西。」對於被罵「腦子有問題」，他則說，「我的腦袋很好，我畢業於京都大學，比（西村博之畢業的）中央大學偏差值更高」。

日本東京都知事選舉6月20日公告後正式開跑，7月7日將投開票。這次選戰除了56人參選創當地選舉史上新高紀錄，也出現「選舉公布欄之亂」，有人張貼猥褻海報遭警方警告後撤除。
日本產經新聞及日本放送協會（NHK）報導，有關東京都知事選舉的候選人選舉海報，東京都選舉管理委員會接獲「有人張貼猥褻海報」等逾千件陳情或質疑意見，在歷屆選戰來看都相當罕見。
就在6月20日公告後，候選人開始在分配到選舉公布欄欄位上貼上宣傳海報，但有民眾透過電話或電子郵件向東京都選舉管理委員會陳情，內容包括「有人張貼猥褻圖案，應該立即撤除」、「為什麼一塊公布欄上貼了好幾張一樣的海報」等。
被檢舉的爭議海報，是一張只有遮住重點部位幾近全裸的裸女圖，訴求包括「賣春合法化」、「停止針對表達自由的管制。解禁馬賽克」。

家住東京都的40多歲男性上班族說，「不想讓孩子看到（幾近全裸的裸女海報）」。東京都選舉管理委員會承辦人員說，公告當天就接獲許多民眾的批評。
不過，東京都選舉管理委員會認為該海報沒有牴觸尊重表達自由的公職選舉法，無法採取逕行撕除海報等措施，所以跟警視廳商議因應作為。
警視廳得知此事後迅速採取行動，在選舉公告日當天依涉嫌違反東京都迷惑防止條例給予警告；該名候選人在接獲警方警告後，已在6月20日晚間後自行撤除爭議海報。
拓殖大學政經學院副教授岡田陽介說，雖然每位候選人各有主張，但必須思考對社會帶來的影響，「很多公布欄附近都有小學等設施，應該思考對孩童帶來的影響及合適的表達方式」。
岡田認為讓公職選舉法規範更加嚴格未必現實可行，「候選人有些做法會讓許多選民感到不適當，針對這些不希望看到的選舉活動，選民可以藉由表達意見，有助實現更好的選舉」。
「轉租」公布欄欄位 驚動日本政府表態
另外，同樣跟公布欄有關，日本政治團體「保護國民防止NHK傷害黨」（簡稱N國黨）日前在官網提出「占領海報公布欄」計畫，將在東京都知事選舉提名24人參選，只要捐款給N國黨，就可以在東京都內約1萬4000處地點設置的公設選舉海報公布欄中、N國黨所分配到的一個欄位內任意張貼自己喜歡的海報，此舉形同「轉租」欄位。

針對這種情況，也驚動日本中央政府公開表態。日本內閣官房長官林芳正說，選舉活動使用的海報，是為了讓候選人宣傳個人政見，「公布欄是為了張貼個人選舉活動用海報所設置，非供候選人以外的人使用」。
林芳正還說，雖然沒有直接限制候選人選舉海報內容的規定，但如果是進行其他候選人的選舉活動或公布虛假事項，將成為公職選舉法的處罰對象。
他說，如果行為有違其他法令也將成為處罰對象，將由調查機關進行判斷。
總務大臣松本剛明表示，公職選舉法並未將張貼候選人海報的權利視為可買賣之物，「是否屬公職選舉法的處罰對象，我認為要由調查機關進行判斷」。
參選人數創新高 沒收保證金恐上看1億日圓
有關這次有56人參選創新高，東京都選舉管理委員會統計，二次大戰後至今舉辦21次東京都知事選舉，平均參選人數約12人。
根據現行公職選舉法，為防止有人利用參選「出風頭」賺取知名度，登記參選需繳交保證金。以都道府縣知事選舉來看，每人保證金為300萬日圓，只要屆時得票率不足一成，保證金就會被沒收。
以上屆東京都知事選舉為例，除了當選人小池百合子等3人外，參選22人中共有19人保證金被沒收，總計5700萬日圓。由於這次無法突破得票率一成門檻的人數可能更多，保證金沒收金額合計恐上看逾1億日圓。

日本東京都知事選舉今年出現眾多亂象，海報公告欄被特定政治團體佔領，部分候選人為了吸引目光上演激進、惡搞行為，網友批評為「史上最惡（糟糕）」。日本政界出現修選舉法呼聲，專家也表示，現正是討論制度好時機。
海報公告欄出現裸女海報
今年東京都知事選舉因政治團體「保護國民防止NHK傷害黨」（簡稱N國黨）爆量提名24人，而出現海報公告欄被大量不相干非候選人佔領的亂象。
像是賽車女郎櫻井MIU張貼了她僅遮住三點、接近全裸的開腿照片，自稱「表現自由」，還有海報刊登了色情俱樂部的廣告，都被警視廳以違反東京都的「迷惑防止條例」給予警告。
大量欄位被N國黨以每處2萬5000日圓的價格轉售，把公告欄搞得烏煙瘴氣，令人搞不清楚選舉的本質。
最新一起爭議是，有海報使用了2020年去世演員三浦春馬的肖像畫與名字，遭到他的事務所強烈抗議。
海報上顯示這是N國黨向第三方讓渡的欄位，海報上寫著「這世界充滿了三浦春馬」，以及一張看似三浦的肖像畫，還附有QR碼，可以導入成為影片分享網站的付費會員。
三浦春馬生前所屬的經紀公司Amuse表示，「這些選舉海報基於商業目的使用三浦春馬的名字與肖像畫，未經授權利用三浦春馬透過藝人活動累積的名聲與名氣，侵犯了他的權利。公司對此深感憤慨，家屬也非常痛心。」公司表示，已經向東京都選舉管理委員會提出抗議。
N國黨黨魁立花孝志在社群媒體表示，「要向Amuse、三浦春馬的家屬和粉絲致上誠摯歉意」，並表示會在原先海報上覆蓋其他海報，不再繼續讓這張海報露出。
對於海報公告欄亂象，諸多政治人物發出嚴厲批判。鳥取縣知事平井伸治在縣議會發言說，「這些海報引導民眾訪問可疑的網站。在一處公告欄貼了24張相同的海報，這怎麼能算是競選活動？」

政見發表會群魔亂舞
這次東京都知事選舉共有56人參選，創史上最高紀錄，而當中有52人申請日本放送協會（NHK）的政見發表會，同樣也是歷史新高。
既然叫做「政見」發表會，從字面上應該是發表政見，但這次候選人眾多，發表的內容也五花八門，在網路上成為話題。
包括有一名女性候選人在6月27日政見發表會直播時突然喊熱，接著脫掉襯衫，僅著平口小可愛，並不停稱讚自己「可愛」。有一名男性候選人把寫著政見的紙張擋在自己的臉前面，完全看不清楚他的面目。
還有候選人裝扮成電影「蝙蝠俠」裡的反派「小丑」。他一邊笑著，一邊在鏡頭前晃來晃去，甚至把椅子搬到桌上，難為站在他身後的手語女老師鎮定自若，不停替他的笑聲打出手語。
亂七八糟的候選人表現，即使是再怎麼強調言論自由，也讓不少網友批評「這是不是太過分了？」
有網友說，「這次東京都知事選舉，要創下史上最惡的傳說了」、「當我看政見發表會的時候，有預感這會是歷代最惡的東京都知事選舉」、「太過分了。這種醜惡的行為還要繼續幾週啊？」
修正公共選舉法（公選法）呼聲
自由民主黨幹事長茂木敏充6月25日在記者會表示，就特定政黨妨害選舉、佔領海報公告欄的問題，「需要思考對策，包括修改公選法」。3個在野黨也在6月18日共同向眾議院提出公選法改正案，希望強化對於妨害行為的規範。
為了避免胡亂參選，日本設有保證金制度，候選人必須先將現金存入法務局，如果沒有獲得一定數量的選票，保證金就會被沒收，金額依據選舉規模不同，眾議院和都道府縣知事的保證金都是300萬日圓。
儘管如此，這次的東京都知事選舉依舊爆量到56人參選，是上次的2倍多，顯見沒收300萬日圓的震懾力無法發揮作用，因此提高保證金的金額可能會成為另一個討論焦點。
產經新聞報導，拓殖大學副教授岡田陽介表示，「不論是海報的張貼方式，或是政黨與政治團體的主張，都必須確保言論自由。」基於這個前提，「任何剝奪其他候選人言論自由的妨害行為，都必須被嚴加處理。

對於高橋茉莉的離世，玉木雄一郎聽聞後感到驚訝且難過，「接到高橋茉莉的死訊後，內心深感懊悔，難以停止悲傷。我和高橋茉莉，在東京都第15選區眾議員補選認識，最後黨內決定取消提名高橋茉莉。雖然我對於她的狀況感到擔心，但時不時還是能從社群平台看見她充滿精神的照片。不過這一次卻突然接獲死訊。」

[DW News] For the first time since the Second World War, a far-right party is set to win the most seats in a German state parliament.
Following two regional elections in the eastern German states of Thuringia and Saxony, the far-right Alternative for Germany (AfD) is on course to be the largest party in Thuringia and is currently locked in a tight battle with the conservative Christian Democratic Union (CDU) to be the largest party in Saxony.
Björn Höcke, the leading candidate for the AfD in Thuringia, was fined earlier this year for using a banned slogan, used by the Nazi paramilitary group the Sturmabteilung (SA), commonly referred to as the “brownshirts.” Constitutional protection agencies in Germany have described Höcke as a right-wing extremist.
The following slides show the latest projections we have at time of posting for the vote share in each election, and a comparison of how the AfD’s vote share has increased in these elections, compared with the two previous ones.

德國布蘭登堡邦舉行地方議會選舉，選前最新民調顯示，極右翼德國另類選擇黨微幅領先執政的社會民主黨。外界預測，布蘭登堡居民對美國電動車大廠特斯拉設廠至今的不滿，將助長德國另類選擇黨贏得勝利。

根據出口民調，德國總理蕭茲的社會民主黨今天在原屬東德的布蘭登堡邦議會選舉中微幅領先極右派德國另類選擇黨。
法新社報導，根據公共電視頻道德國第一電視台（ARD）預測，蕭茲（Olaf Scholz）的社會民主黨（SPD）獲得31.1%選票，反移民、親俄羅斯的德國另類選擇黨（AfD）則囊括29.8%選票。
布蘭登堡（Brandenburg）這場選舉結果讓處境艱難的蕭茲聯合政府終稍得喘息。社民黨的民意支持度在明年全國大選前慘跌。
這場邦議會選舉深受矚目，因為社民黨自從1990年兩德統一以來就在當地執政至今，而且蕭茲的選區就在首都柏林外圍的布蘭登堡邦首府波茨坦（Potsdam）。
痛批尋求庇護者、多元文化、伊斯蘭和蕭茲政府的德國另類選擇黨原本寄希望於複製近期在德東勝選的態勢而再下一城。
德國另類選擇黨3週前在圖林根邦（Thuringia）議會選舉中勝出，首度贏得地方選舉而震憾政壇中的建制派，並在毗鄰的薩克森邦（Saxony）以些微之差成為邦議會第2大黨。

（中央社記者顏若瑾柏林23日專電）德國布蘭登堡選舉22日晚間開票，現任布蘭登堡邦長沃伊德克實現選前承諾，替社會民主黨（SPD）以30.9%拿下選舉勝利，領先德國另類選擇黨（AfD）29.2%。沃伊德克在選後之夜公開說，「這是一場艱苦戰役」，布蘭登堡選擇「穩定性和連續性」。
根據最新開票結果顯示，本次選舉投票率為72.9%，相較上屆選舉2019年多出11.6%。綠黨（Greens）、左派黨（Linke）與自民黨（FDP）得票率都在5%以下，確定退出議會。瓦根克內希特黨（BSW）以13.5%領先基民黨（CDU）的12.1%，首次獲得進入議會門票。
布蘭登堡議會席次共88席，預估社民黨將有32席，德國另類選擇黨30席，基民黨12席，與瓦根克內希特14席。社民黨可能與基民黨繼續組成聯合政府，離絕對多數45席尚失關鍵一席。瓦根克內希特曾公開表示，瓦根克內希特黨不會與德國另類選擇黨在聯合政府上合作。
選舉附帶民調結果顯示，有50%選民希望沃伊德克（Dietmar Woidke）續任邦長；47%對沃伊德克領導的議會聯合政府感到滿意。
現年63歲的沃伊德克出身薩克森邦村莊，青年時期在當時東柏林洪堡大學就讀農業與畜牧營養生理學。兩德統一後，沃伊德克以農業專家跨入政治領域，32歲時加入社會民主黨。隔年，1994年成為布蘭登堡邦議員，從此深耕布蘭登堡。
沃伊德克身為社民黨資深黨員，在2004年擔任邦議會環境與農業部長；2010年至2013年任職布蘭登堡內政部長。在2013年接下布蘭登堡邦長後，連續3屆連任，今年邁入第11年。
沃伊德克在這次選戰中孤注一擲，競選口號是使用「所有民主手段」阻止德國另類選擇黨，並稱若敗選便退出政壇；在選前與德國總理蕭茲（Olaf Scholz）及其政府聯盟切割，且競選造勢活動幾乎不見兩人同台身影。
沃伊德克實現選前承諾，成功阻止德國另類選擇黨在布蘭登堡的勢力。蕭茲目前正在美國紐約參加聯合國會議，不願對這次選舉結果發表正式聲明。
德媒分析，沃伊德克與社民黨在布蘭登堡的勝利，至少能換得蕭茲「一個微笑」、「一個喘息」。選前一天（21日），蕭茲曾在社群媒體Instagram上發文替沃伊德克與社會民主黨拉票。
選舉附帶民調中一項「對聯邦政府滿意度調查」，77%不滿意，20%滿意。此外，「聯邦政府爭執太多，讓國家幾乎停滯不前」，則有80%選民同意。
至於有56%選民同意這次「邦選舉是給聯邦政府一個自省的機會」，其中85%來自德國另類選擇黨的選民，80%來自瓦根克內希特黨；而持反對的37%選民中，60%是支持社民黨。在「首次握有投票權的選民」中，德國另類選擇黨獲30%，社民黨19%，瓦根克內希特黨14%，基民黨10%。
在特斯拉（Tesla）歐洲超級大廠所在地格林海德（Grünheide），德國另類選擇黨拿下34%，社民黨26.4%。

根據奧地利公共廣播集團奧地利廣播集團公布的預測，極右派在今天的國會大選中得票領先保守派執政黨，準備在這個阿爾卑斯山國家取得歷史性勝選。
法新社報導，奧地利自由黨（FPOe）已數度參與聯合政府，但是不曾在全國性大選中勝選。
然而，即使奪勝，它是否能夠組成政府，仍在未定之天。
奧地利廣播集團（ORF）根據郵寄投票和今天較早結束的投票所開票情況進行預測，奧地利自由黨將囊括29.1%選票，中間偏右政黨人民黨（OeVP）則將拿下26.2%。
選民不滿移民、通貨膨脹、COVID-19（2019冠狀病毒疾病）防疫等政策，使得奧地利自由黨的聲勢自從黨魁基克（Herbert Kickl）於2021年領軍以來反彈，符合極右派政黨在其他歐洲國家支持度看俏的趨勢。
基克在維也納郊外普克斯多夫鎮（Purkersdorf）投完票後告訴記者：「我對今天的感覺很好，相信氛圍正確，而且這氛圍將轉化成為選票。」
總理內哈默（Karl Nehammer）承諾「穩定而非混亂」，最近幾週一直在試圖縮小與奧地利自由黨的民調落差。

初步結果顯示，極右翼的奧地利自由黨今天在國會大選贏得歷史性勝利，凸顯選民對移民問題的擔憂，使歐洲極右勢力支持率不斷上升。但奧地利自由黨能否組成政府仍是未定之天。
綜合法新社和路透社報導，選民對移民和經濟問題的擔憂主導這場大選，數月來，對歐洲抱持懷疑態度、對俄羅斯友好的奧地利自由黨（FPO）在民調中以微弱優勢領先總理內哈默（Karl Nehammer）領導的保守派奧地利人民黨（OVP）。

歐洲各地極右翼政黨為基克的勝利喝采，極右勢力已陸續在荷蘭、法國和德國等歐洲國家取得進展。隨著選民對移民、通貨膨脹和防疫限制措施感到不滿，極右勢力受歡迎程度大幅上升，這可能引發歐盟內部在關鍵政策領域出現分歧的風險，例如協防烏克蘭對抗俄羅斯。

斯里蘭卡國會大選 新任總統拚經濟尋民意支持
斯里蘭卡今天舉行國會大選，這次提前選舉將決定這個南亞島國從金融危機復甦之際，人民是否願意賦予新任左派總統迪桑納亞克權力來推行反貧窮政策。
路透社報導，斯里蘭卡國會由225名議員組成，任期5年。這次選舉在22個選區有破紀錄的690個政黨與獨立團體參與競爭，逾1700萬斯里蘭卡民眾具投票資格。
現年55歲，奉行馬克思主義路線的迪桑納亞克（Anura Kumara Dissanayake）今年9月當選總統，但他的「國家人民力量」（National People's Power, NPP）聯盟在225席議會中僅占3席，迫使他在任期還有將近1年的時間之際提前解散國會，尋求新的政治授權。
據法新社報導，這是迪桑納亞克兩個月前上任以來的首場選舉。投票站將於當地時間下午4時關閉。
分析人士表示，預計迪桑納亞克的聯盟將可獲得大力支持，競爭對手的勝利恐會導致全國承擔不起的政策僵局。
「國家人民力量」主要競爭對手是反對派領袖普瑞馬達沙（Sajith Premadasa）領導的「團結人民力量」（Samagi Jana Balawegaya, SJB），該政黨主張結合干預主義與自由市場經濟政策。另一個主要競爭者是由前總統威克瑞米辛赫（Ranil Wickremesinghe）支持的「新民主陣線」（New Democratic Front）。

［日本政壇分析］石破茂新日本首相誕生與台美日關係變化
美麗島人會（フォルモサンのかい）會長 林省吾
自民黨於9月27日進行總裁選。第五度挑戰總裁大位、政壇資歷豐富的石破茂，終於在自己定位的「最後一役」，擊敗聲勢看好的黨內保守派大將高市早苗，成為自民黨新任總裁，也預計在10月1日召開的國會中被選為新一任日本首相。
✅ 經歷豐富言之有物的石破茂
石破茂（67）擔任過防衛大臣、農林水產大臣，在安倍政權時也出任第一代地方創生大臣，以及自民黨幹事長等職務，實務經驗豐富。總裁選後自民黨隨即召開記者會，石破新總裁也發表了簡單的願景，以及接受了記者們30分鐘的QA，回答雖中規中矩但言之有物，可見「十年磨一劍」的深厚功夫。
自民黨之前因為政治資金帳目不明確的問題，受到日本國民的質疑，現岸田政權的支持率之低，在黨內害怕下次國會選舉喪失政權的壓力下，逼得岸田文雄不得不放棄續任總裁的機會。然而岸田解散黨內派系，結果上使得本次自民黨總裁選，在至少在表面上走出了派系之爭的格局，讓選民看到自民黨再生的希望。而一直以敢言著名，甚至因為批評黨中央而成為黨內孤鳥的石破茂，反而在選民心中，被認為是少數敢講真話的政治人物。也因此一直都是日本國民心目中首相的適合人選。
✅ 經濟上讓日商回流，防衛上主張亞洲版NATO
當然日本所面臨的經濟問題，不會因為首相換人就自然解決。石破「新首相」如何改善日本經濟，還需要時間觀察。但他在記者會初步表示，設法將在海外的生產線引回日本，讓資金回流國內，會是一個方向。雖然他沒有明講對象，但近來中日關係緊張，日企因為安全問題撤資回流日本的大環境，勢必將會逐漸成形。
在外交與防衛上，石破一直以來提倡亞洲版NATO的組成，他認為亞太地區的安全保障，目前僅靠美日安保條約是不足夠的。石破也曾發言認為美國對日本的了解不足，可以期待在安保議題上，石破JAPAN會對美國有更直接的要求。至於台灣有部分民眾擔心石破是不是「親中派」，筆者在總裁選期間注意到一個有趣的表態，可以供大家參考。
在某個電視節目的討論會上，主持人詢問九位參選人：假設「台灣有事」時如動用自衛隊撤僑，因為在日本憲法上明文規定必須經過對方「國家」的同意，你徵求同意的對象是中國還是台灣？
石破舉手回答了本題，認為交涉對象勢必是台灣，也表示自己這兩年訪台時一直有在此議題上與台灣交換意見。
主持人接著詢問：那就是(在緊急狀態下)認定台灣是主權獨立的國家嗎？同意的請舉手。
結果除了現任日本外相的上川陽子以外，石破、高市等八位後補、連「知中派」的林芳正都舉了手。
✅ 誰當首相，對中國警戒都是既定路線
當然，在情報戰、網路安全等議題上，石破的發言不如高市早苗來得積極。但石破屢屢指出，日本政府需要事前做好沙盤推演，以便在現有的制度上出現危急時，可以有所對應。筆者認為，石破至少願意正視日本政府在目前法律上綁手綁腳的事實，也有意願在現有架構中，尋求「務實」的解方。台灣需要的是提供日方只有台灣看得到的觀點，以及強調台日在安保合作上的必要性，隨時做好與日本政府交涉的準備，
剛好9月26日，曾任美國駐日公使的AIT代表谷立言，在受訪時表示：「美日台任何一方受到挑戰時，另外兩方必立刻救援」。這宛如是沒有明文條約的「美日台安保協定」，也是亞太安全保障上的必然方向，不會因為美日主政者的改變，而有所變化。唯有台灣，可能因為親中政權誕生而破壞亞太安保平衡，這才是美日與世界各國最擔心的事。
台灣人不用擔心石破茂是不是親中派。再怎麼說，他都不會比台灣內部的政治人物親中。

日本國民民主黨55歲黨主席、眾議員玉木雄一郎，被媒體踢爆和香川縣高松市觀光大使有婚外情，他今天（11日）召開記者會證實外遇傳聞，至於去留會再由黨內討論。
據《NHK》報導，玉木雄一郎被光文社週刊《SmartFlash》爆料有不倫戀後，在記者會坦承媒體所刊出的內容基本屬實，因此他必須向家人、全國民眾真誠道歉。

玉木雄一郎表示，他之後的去留，會再聽取黨內意見後作決定，至於今天下午舉行的內閣總理大臣指名選舉，黨內投票的方針是否會有改變，他則回應中午會和黨內參眾兩院議員討論。
玉木雄一郎外遇對象為39歲高松市觀光大使小泉みゆき，而玉木雄一郎的選區「香川縣第2區」恰巧就包含了高松市，小泉みゆき在不倫醜聞爆發後，已關閉個人的社群媒體帳號，但相關照片仍在網路上流傳。
據了解，小泉みゆき過去曾擔任賽車女郎、雜誌模特，數年前退出經紀公司後以自由工作者的身分活躍，經常宣傳高松市、香川縣內小豆島的風景和特色。

日本政府今（11）日召開「特別國會」，石破茂早上宣布內閣總辭，國會預計下午舉行「首相指名選舉」，若石破茂順利勝出，晚上將公布第2次「石破內閣」名單。
綜合媒體報導，石破茂10月1日當選日本第102任首相，上任8天即宣布解散眾議院，創下日本戰後首相當選後解散眾議院的最快紀錄。在眾院選舉後，日本政府11日召開「特別國會」，今早進行臨時內閣會議，石破茂於日本時間上午8點20分宣布內閣總辭，下午舉行首相指名選舉。
在眾議院選舉之後，自民黨與公明黨執政聯盟的席次未能過半，無法在首相指名選舉首輪獲得過半票數，石破茂勢必要在第二輪投票中以相對多數的票數勝選。目前自民黨總裁石破茂和立憲民主黨代表野田佳彥有望在首輪投票出線，而日本維新會與國民民主黨已表態兩輪投票都不會投給野田佳彥，所以石破茂很可能在第二輪投票中獲勝連任，成為第103任首相。
而在二次大戰結束後，眾議院歷史上至今只發生過4次首相指名選舉進入第二輪投票，最近一次要追溯至30年前所選出的首相村山富市。
若石破茂順利勝選連任，將在今晚公布「2次石破內閣」名單，而新名單只會有3人異動，分別是江藤拓接任農林水產大臣、鈴木馨祐接任法務大臣及中野洋昌接任國土交通大臣，其餘大臣皆獲留任。

の２分野で占められております。そして参議院でも「文教科学委員会」で理事を務め、党では「文部科学部会」の副部会長であって、まさに政務官になるなら「文部科学大臣政務官」しか考えられないところ、そのまま任命していただいて非常に嬉しく思っています。
また復興大臣政務官も、大臣を補佐しつつ頑張ってまいる所存です。
■ 大臣政務官とは？
「大臣政務官」はあまり聞き慣れない役職かと思います。「大臣」＆「副大臣」＆「大臣政務官」をまとめて政務三役と呼びます。（以降、大臣政務官を政務官と略します）
文部科学省の場合は、大臣１名・副大臣２名・政務官２名という合計５名が政務三役。「大臣」を長として、「副大臣」はそれを補佐し、大臣が不在の場合は副大臣がその職務を代行できます。「政務官」も同じく大臣を補佐するのですが、大臣の代行はできません。また、大臣と副大臣は天皇による認証を受ける「認証官」ですが、政務官は内閣が任命するのであって認証官でもありません。すなわち、大臣→副大臣→政務官（→事務次官）という序列になります。
■ 行政の中の人が立法の人？
三権分立は「立法権（国会）・行政権（内閣）・司法権（裁判所）」ですよね。そして日本は議院内閣制であり、内閣総理大臣も大臣も政務官も大体国会議員から選ばれます。つまり行政の中の人が立法の人でもあるのです。ここが非常にイメージしにくいのですが、「立法」と「行政」がヌメッと融合していて、先週「申し入れしていた側」が翌週急に「申し入れされる側」になったりもします。

その点、アメリカのような大統領制では、行政権と立法権が厳格に独立していて、イメージしやすいですよね。もちろん議院内閣制にも多くの利点があるのですが。
■ 政務官になったらどうなる？
政務官になると、もう行政側の人ですので、様々な「公務」が発生します。また国会では「質問する側」ではなく「答弁する側」となり得ます。
また「国務大臣、副大臣及び大臣政務官規範」というものがあり、営利企業の役職員を兼職してはいけませんし、公益法人の役職員もＮＧです。株や不動産の売買もなど自粛する必要があります。

［非長期關注法國者的快速包］上個月歐盟議會大選，右翼民粹席次增加、親歐中間派撐住，然後法國總統麥宏見狀於是解散國會，進行改選。基本上被認為根本是玩火賭注，評論直指俄羅斯輪盤，因為在現在中派已經崩潰的法國（選票多非左即右），貿然這樣大選恐將給極右派開大門，甚至出現疑歐派法國。左派則是結盟為「人民陣線」來與RN國民聯盟（前FN民族陣線）打對臺。

[BBC News] This is how people reacted to France's shock election result.
The country's far-right National Rally was widely expected to win this snap election, but instead they were beaten into third place.
It was a left-wing alliance called New Popular Front that won the most seats.
Thousands of people gathered in Place de la République to celebrate the part's success, according to police numbers.
Their victory, however, is nowhere big enough to govern, meaning France is going to have a hung parliament.

We’re wrapping this blog up now, so here’s a brief summary:
* The minority government of Michel Barnier has been brought down by a no-confidence vote after his decision to push the social security component of the 2025 budget through parliament without a vote.
* Barnier’s administration, the shortest-lived in the history of France’s Fifth Republic that began in 1958, is the first to be ousted by a motion of no confidence since Georges Pompidou’s in 1962.
* The vote plunges France, a key EU member state, into deeper political crisis at a time when Germany is also mired in an election campaign until February and weeks before Donald Trump returns to the White House.
* The debacle stems from President Emmanuel Macron’s decision to dissolve parliament in June. July’s snap election returned a parliament divided into three main blocs, none with a majority.
* The New Popular Front (NFP), an alliance of left-leaning parties that has the most seats in parliament, tabled a no confidence motion that was backed by the far right National Rally (RN), the largest single party.
* That gave the opposition parties comfortably more than the 288 votes they needed to bring thegovernment down. In the end, 331 voted in favour of the no-confidence motion.
* Barnier is now obliged to tender his resignation and that of his government to Macron, who may ask him to stay on in a caretaker capacity or try to appoint a new prime minister.
* A caretaker government should be able to roll over the 2024 budget to ensure the government is not forced to shut down, but with no fresh elections permitted until July 2025 and parliament more bitterly divided than ever, the prospects for achieving a stable government look slim.

We’re wrapping this blog up now, so here’s a brief summary of what has happened:
* Macron has addressed the nation in a 10-minute speech, in a bid to calm the political crisis that has gripped the country since Michel Barnier’s minority coalition became the first to be toppled by a no-confidence vote in more than 60 years and only three months after it took office.
* Macron did not name a new prime minister, saying instead he would do so in the “coming days”.
* Amid calls by some for his resignation, Macron insisted that he would stay on until his term ends in 2027.
* Macron, who is facing the worst political crisis of his two terms as president, criticised what he called the “cynicism”, lack of responsibility and “sense of chaos” of opposition politicians who toppled the government in a no-confidence vote on Wednesday.
* Macron said he would not be held responsible for the chaos that has engulfed the country, noting: “I won’t shoulder other people’s irresponsibility.”
