10月7日清晨（台灣時間10月7日中午），#以色列 長期的宿敵、控制加薩走廊的巴勒斯坦激進團體 #哈瑪斯（Hamas），在猶太教重要慶典「妥拉節」（Simchat Torah ）之際，無預警突破由以色列重兵防守的邊境隔離牆，派出超過1,000名武裝戰士越境、突襲以色列南部邊境的22座城鎮社區，除了殺傷大量軍警與民眾外，更從邊境強行綁架「至少數十名」無武裝的以色列平民。對此，以色列總理納坦雅胡（Benjamin Netanyahu）已頒布全國緊急狀態，除了後備軍人動員，更集結三軍準備全面攻入加薩走廊，並強調：「以色列正處於戰爭之中⋯⋯我們誓將為這一慘烈的黑暗之日復仇。」
截至台灣時間10月8日上午9點（以色列8日清晨3點）為止，以色列已通報至少250人死亡，1,600人受傷；以軍對加薩的空襲報復，亦造成至少232名巴勒斯坦人喪生。除此之外，以巴雙方都證實了哈瑪斯的越境行動，不僅俘虜了多名以色列軍人，還有大量以色列平民被綁架、抓回加薩充作人質。衝突爆發的24小時後，以軍仍無法驅逐突破邊境的哈瑪斯部隊，雙方仍持續在「以色列國境內」爆發激烈巷戰。
以色列與哈瑪斯大開殺戒的同時，位於約旦河西岸的巴勒斯坦政府主席阿巴斯（Mahmoud Abbas），連同科威特、伊拉克等國家表達指責「以色列長期壓迫巴人才是導致暴力後果的原因」；美國、英國、烏克蘭與西方國家則嚴厲譴責「哈瑪斯綁架與殺害以色列平民的恐怖主義行為」；中國則僅對海外僑民提出安全警告，並未就當前衝突發表明確意見；近期積極與以色列和解，以沙烏地阿拉伯為首的阿拉伯海灣國家，連同埃及呼籲雙方立刻停火；一向支持哈瑪斯對抗以色列的伊朗、黎巴嫩真主黨，則對哈瑪斯的戰鬥成果大為振奮，並暗示不排除從黎巴嫩、敘利亞，攻擊以色列北部邊境，以響應哈瑪斯的軍事行動。
哈瑪斯方面稱這次作戰為「#阿克薩洪水行動」（Operation Aqsa Floods）。阿克薩指的是位於耶路撒冷舊城的阿克薩清真寺，是穆斯林最重要的信仰聖地之一，也是巴勒斯坦民族主義的精神象徵。但同一位置也是猶太信仰所稱的「聖殿山」，雙方近年不斷因為阿克薩問題而爆發衝突，巴人的多次抗爭亦遭到以色列軍警強力鎮壓；但以色列也在10月7日宣布將發動軍事報復「#鐵劍行動」（Operaion Iron Swords），除了空襲加薩、召集後備軍人，更集結武力準備對加薩走廊發動自2005年以軍撤兵以來、最大規模的地面攻勢。
■ 哈瑪斯越境殺入以色列，數十座城鎮同時遇襲，擄走以國平民回加薩當人質
綜合以色列《國土報》（Haaretz）、《耶路撒冷郵報》（The Jerusalem Post）、卡達《半島電視台》（Al Jazeera），以及其他巴勒斯坦獨立記者的目擊者證詞，哈瑪斯對以色列的越境打擊行動，始於10月7日清晨5點左右。當時，巴人的武裝戰士經由海陸空三路，對以色列邊境的數十個城鎮據點，發動同步襲擊。
首先通報遇襲的是加薩東側3公里、以色列的邊境城鎮尼林姆（Nirim） 。當時地方正在舉辦露天音樂節，許多參加狂歡活動的年輕男女，在睡夢中被槍聲驚醒，接著就遭哈瑪斯越境的武裝車輛無差別掃射，並有「很多年輕男女」被哈瑪斯活逮抓上廂型車，朝加薩方向駛去。
同一時間，以色列邊境至少有數十個城鎮聚落，正遭遇與尼林姆相同狀況。其中，距離邊境最遠、是離加薩25公里的奧馬基姆鎮（Ofakim）；但戰鬥最為慘烈的，卻是加薩東北2.5公里的斯德洛特鎮（Sderot）──根據倖存鎮民的目擊影片，闖入斯德洛特鎮的槍手，不僅當街射殺平民，更在公路上設下埋伏對往來車輛開火。
此外，斯德洛特鎮的警察局，更被哈瑪斯突襲攻入，除了至少20名警察死亡。雙方不僅在城鎮內爆發激烈巷戰，警局大樓甚至被巴人槍手占領、成為對抗以軍的戰鬥據點。
除了突破邊境的地面戰鬥，以色列全國各地也在上午8點左右響起空襲警報，超過2,000枚來自加薩的火箭與飛彈，在24小時內打向了以色列的南方大城亞實凱隆、中部都會特拉維夫，甚至連過往很少遭到空襲的耶路撒冷，都遭遇了火箭攻擊。
「過去哈瑪斯對以色列的火箭攻擊，都會按照某種政治默契依循漸進，很少第一波打擊就直接轟到耶路撒冷。」《耶路撒冷郵報》的社論表示：「但這回聖城不僅第一時間遭到轟炸，以色列軍方與國安情報單位，竟對這麼大規模的空襲行動毫無預警，任憑哈瑪斯在眼皮底下如入無人之境？」
■ 事前全無預警：以色列建國以來的最大情報失敗，重兵防守為何形同虛設？
以色列《國土報》也強調，哈瑪斯過去雖曾以「挖地道」的方式，零星越境襲擊邊境哨站、綁架以色列士兵，但這回卻是直接派出大批部隊，以不可思議且全無預警的方式，正面突破以色列在加薩邊境的重兵防守、直接攻進猶太聚落殺傷大量平民──從1948年以色列獨立以來，以色列就不曾遭遇過巴勒斯坦人如此大規模與同步的跨境襲擊。
位於以色列與埃及交界的加薩走廊，是全世界戒備最為森嚴、封鎖程度也最嚴厲的邊界。自從2005年以色列撤出加薩後，為了封鎖統治此地的哈瑪斯，以色列不僅沿著加薩邊境修築起布滿電網與監控設備的防禦高牆，也對加薩實施海禁，並於邊境部署重兵監控。因此加薩也一度被稱為「全世界最大的軍事監獄」，無論風吹草動都在以色列的情報監控裡。
事實上，在攻擊行動的前一天，10月6日正逢1973年第四次以色列與阿拉伯戰爭「贖罪日戰爭」的50週年；而攻擊當天清早的10月7日，更是猶太宗教慶典「妥拉節」。為了確保假期期間的國土安全，以色列不僅提前關閉了以巴之間的所有邊境關口，也確認各地軍情風向「沒有異常」，卻沒料到戰爭威脅竟然近在眼前。
在「阿克薩洪水行動」中，哈瑪斯不僅能在以色列情報人員的高度監控下集結士兵、準備彈藥，更取得了飛行傘、足以炸毀以色列坦克的無人機等敏感裝備。除此之外，以色列蓋在加薩西北的「埃雷斯邊境檢查關口」（Erez Crossing），更被哈瑪斯戰士直接正面攻陷──過程中，以軍不只被殺得措手不及，前線地區的遇襲警報、增援請求以及戰況通報，也全都在不明原因下「斷聯失訊」。
「哈瑪斯的部隊一早就殺進我們的吉布茲（猶太集體農場），但無論我們怎麼報案，警察軍隊都沒有反應，」一名倖存者向《耶路撒冷郵報》表示，以軍的反應部隊在攻擊發生的6小時後才趕到邊境地區。但這段期間，武裝槍手卻逐戶闖入民宅燒殺擄掠，「我們只能屏住呼吸，保持安靜，禱告不要被槍手發現。」
■ 進攻加薩的地面戰鬥即將展開，以色列的「911時刻」引發國際輿論分裂
哈瑪斯對以色列的越境攻勢，一直持續到7日傍晚。重新站穩腳跟的以色列軍隊，一方面派出空軍大舉轟炸加薩，另一方面也與反恐警察在以色列南部的22個城鎮，持續與哈瑪斯戰士進行極為慘烈的巷戰肉搏。
「以色列目前遭遇的戰爭──不是軍事行動或別的狀況──我們眼前的就是戰爭。」在南方遭遇巨變後，以色列總理那坦雅胡也代表以色列政府發表緊急演說，他一方面邀請在野各黨領袖共組「戰時臨時內閣」並獲首肯，另一方面也讓以色列進入全國緊急狀況，並下令後備軍人動員。
納坦雅胡坦承，哈瑪斯確實抓走了數量不明的以色列平民人質，自己正透過各種管道全力確認這些被擄者的安危與下落，但他同時也強調以色列「必將對哈瑪斯採取他們想都不敢想像的嚴酷報復」，並下令全面封鎖加薩走廊，禁止外界供電、供水、輸送任何運補物資，甚至對加薩的巴人發出嚴厲喊話：「如果你是在加薩的平民，趁現在快逃吧。」
但對於快速惡化的以巴局勢，國際輿論卻有著極為對立的不同反應。長期支持以色列的歐美輿論，大多對於哈瑪斯在社群網路上公布的「戰果影片」──哈瑪斯戰士擄走以色列孕婦、輪椅上的奶奶與哭喊的少年情侶，並拖著以色列士兵的屍體遊街示眾──感到極為憤怒且不敢置信，除了強化對於哈瑪斯是恐怖組織的指控印象，更認為將是以色列的「911時刻」。
但支持巴勒斯坦人抗爭運動的其他意見，卻認為哈瑪斯的越境攻勢是「突破以色列不義封鎖」的對應之舉──因為過去數十年來，以色列軍警與猶太屯墾區槍手射殺無辜巴人的事件，每個星期都在重演發生；而以色列的黑牢裡，更關押著上千名同樣也被視為政治人質的巴勒斯坦平民。儘管暴力循環非常悲哀，但這也是因為巴人的苦難，始終被世界忽略的關係。
■ 歐美一面倒支持以色列，阿拉伯各國卻擔心「中東大戰」會煞不住車
在過去幾年的以巴衝突裡，為了避免自家軍隊遭受傷亡，以色列軍方一直避免對加薩發動地面攻勢。但由於哈瑪斯擄走了為數眾多的以色列平民與士兵，為了救回人質、並最大程度摧毀「哈瑪斯再次發動越境攻擊」的能力，以軍目前正緊急集結軍隊，並有極大機率揮軍攻入加薩。
但攻打加薩的決定，會不會進一步刺激約旦河西岸的巴勒斯坦人敵意響應？如果哈瑪斯能成功滲透進以色列南方防線，黎巴嫩的真主黨會不會也在以色列北境炮製同樣的攻擊？種種戰略顧慮，都讓對局勢毫無準備的以軍感到極大壓力。
同樣的壓力與猶豫也發生在阿拉伯世界。在過去幾年裡，沙烏地阿拉伯、阿拉伯聯合大公國等阿拉伯世界的領袖國家，紛紛與以色列和解、甚至建立軍事與戰略合作的密切關係。在此期間，阿拉伯世界對於巴勒斯坦民族問題的支持顯著下降。但在當哈瑪斯攻入以色列震驚全球的同時，阿拉伯世界的民間情緒卻相當支持加薩與巴人處境。
事實上，中東媒體圈與學界大多認為，就算搭上真主黨從北方的響應，哈瑪斯也無法正面與現代化的以色列軍隊正面對決。但如果以色列在政治報復與搶回人質的壓力下，不顧一切攻進加薩走廊、發動以推翻哈瑪斯政府為目的的掃蕩作戰，這不僅會進一步刺激以色列猶太人與阿拉伯裔公民的仇恨對立，進攻加薩造成的平民死傷、往南湧入埃及的難民危機、甚至是激怒約旦河西岸與以色列境內數百萬的巴人響應發動抗爭，都可能在周邊國家引爆極大、後果也難以想像的連鎖效應。
以巴之間的衝突危機，也可能再一次把美國拖回中東戰略的舞台。因為以色列的生存問題，一向是美國國內跨黨派的第一共識。這會不會影響華府對烏克蘭局勢、甚至是與中國外交競爭的注意力？在無法預期的骨牌效應下，也令美國頗為焦慮。
「以色列目前還在恐慌情緒裡，我們太習慣於自己在以巴衝突裡的優勢地位，並以爲自己很安全。」《耶路撒冷郵報》在文字轉播時的社論，如此寫道：「但現在，網路上到處都是哈瑪斯抓走以色列人質的示威影片、社群上到處都是找不到自己失蹤親屬的求助訊息，這種震撼是全國性的──但我們都擔心，這種情緒恐怕會讓以巴問題，走入更悲劇的結局。」

上BBC被要求譴責哈瑪斯！巴駐英大使嗆：要求過以國人譴責自己嗎？（聯合）
以巴衝突之際，巴勒斯坦駐英國大使佐姆洛特（Husam Zomlot）持續遭到西方媒體抨擊和刁難，在接受BBC《新聞之夜》（Newsnight）節目和BBC新聞的採訪時，他透露自己有六名親人也在以色列轟炸中喪命，但BBC主持人們似乎毫不在意，一再要求他譴責巴勒斯坦武裝團體哈瑪斯，令不少網友批評，缺乏同情心又不專業。
BBC《新聞之夜》節目X帳號近日發布訪問巴勒斯坦駐英國大使佐姆洛特的影片，在談論加薩地帶不斷增加的死亡人數時，他公布自己親屬死亡的消息。
佐姆洛特痛心表示，「我的表姊妹，她的兩個孩子、她的丈夫、婆婆和其他兩個親戚都當場死亡。他們還有兩個年紀最小的孩子在加護病房，這真是令人心碎……他們只是坐在自己家裡就受到轟炸，整棟樓都被炸毀了。」
他補充說，巴勒斯坦人民「簡直就是以色列戰爭機器的活靶」，無處可去，也無處可藏。
面對喪親之痛的佐姆洛特，主持人沃克（Kirsty Wark）立即追問，「我剛剛說清楚了嗎？（所以你的意思是）你不能忍受（哈瑪斯）在以色列殺害平民的行為，對嗎？包括親人被綁架（也不行）？」
佐姆洛特立刻回應表示，他和巴勒斯坦外交使團的其他成員都「非常明確地反對針對各方平民的襲擊和傷害」，稱他們已「竭盡所能尋找一條不同的道路」，以避免暴力和實現和平。
接著他越說情緒越激動，稱「我的表姐妹不是哈瑪斯！這些孩子，4歲的，2歲的，他們也和哈瑪斯沒有任何關係。這個世界上的每個愚蠢想法都在懲罰那些與之無關的人。」但沃克無動於衷，冷漠打斷他稱「在以色列也有兒童死亡」。
稍早，佐姆洛特也在另一場BBC採訪做出反擊，批評BBC等西方主流媒體對以巴局勢進行偏頗報導，譴責這些媒體不公平對待巴勒斯坦。
主持人數度想插話但都未能成功，佐姆洛特直指，「這不是支不支持哈瑪斯的問題，我在這裡是為了代表我的人民，我不是來譴責任何人的。如果一定要譴責誰，那就是你們所謂的『中東地區唯一民主國家』，以色列。」
聽到主持人不譴責哈瑪斯殺害平民時，佐姆洛特憤怒質問：「你採訪過多少次以色列官員？幾百次？在這個鏡頭前，以色列官員有幾次承認他們犯下戰爭罪行？你有要求他們譴責自己嗎？有嗎？你沒有。知道我為什麼拒絕回答這個問題嗎，因為我根本不認可這個問題的前提，這個問題的核心是對整件事的誤導，巴勒斯坦人總是被要求譴責自己！拜託，這是一個政治衝突問題，長久以來巴勒斯坦人的合法權利一直被否定，正確的起點是關注事情的根本原因。」
佐姆洛特繼續說，「你們這些西方主流媒體都是這樣，75年來，每當以色列人受難時，你就邀請我們來這裡，當巴勒斯坦人被殺時，你邀請過我嗎？過去48小時裡以色列發生了悲劇，但這樣的事在過去50年裡一直在巴勒斯坦人身上上演，你剛剛自己都介紹過，加薩是最大的露天監獄！」
佐姆洛特隨後將這段節目片段發佈在個人X帳號上，並發文說，「這就是為什麼我們拒絕（西方）主流媒體幾十年來不斷重複的譴責模式。」

阿拉伯國家：巴勒斯坦人必須留在自己的土地上
隨著以色列與巴勒斯坦伊斯蘭組織哈瑪斯（Hamas）之間的衝突升級，呼籲為在加薩（Gaza）的巴勒斯坦人提供人道走廊或逃離路線，已經引起了阿拉伯鄰國坦率的反應。
新一波難民潮
埃及是唯一與加薩接壤的阿拉伯國家，約旦則毗鄰以色列佔領的約旦河西岸（West Bank），都已警告反對巴勒斯坦人被迫離開他們的土地。
這反映了阿拉伯人根深蒂固的擔憂，即以色列與哈瑪斯的最新戰爭，可能會引發新一波永久性流離失所。巴勒斯坦人一直希望未來在加薩建立自己的國家。
埃及總統塞西（Abdel Fattah al-Sisi ）指出，「這是所有事件的原因，所有阿拉伯人的原因…重要的是，巴勒斯坦人要堅定不移地留在他們的土地上」。
對於巴勒斯坦人來說，離開或被迫離開他們想要建立國家的土地的想法，帶有「災難」（Nakba，"catastrophe"）的回憶。許多巴勒斯坦人在1948年、伴隨以色列建國的戰爭中逃離家園。
大約70萬巴勒斯坦人，逃離或被趕出家園，許多人湧入鄰近的阿拉伯國家，這些人和他們的許多後代仍然留在這些國家。許多人仍然生活在難民營中。
以色列駁斥驅逐巴勒斯坦人的說法，表示建國後的第二天，遭到5個阿拉伯國家的攻擊。
自10月7日哈瑪斯武裝分子發動毀滅性突襲後，以色列對加薩發動猛烈轟炸以來，加薩230萬居民中已有數萬人逃離家園，但仍在加薩境內。加薩是以色列、埃及和地中海之間的一小塊土地。
防止外溢
以色列軍方13日警告加薩市100多萬居民，為了自己的安全，在24小時內向南遷移，這是一個訊號，顯示以色列可能很快就會發動陸地入侵。
約旦國王阿布杜拉二世（King Abdullah II）對此警告，「不要試圖把巴勒斯坦人從所有巴勒斯坦領土上強行驅逐，或導致他們在國內流離失所」。他並呼籲防止危機蔓延到鄰國，以及難民問題惡化。
由22個國家組成的阿拉伯聯盟（Arab League）秘書長阿波蓋特（Ahmed Aboul Gheit）緊急呼籲聯合國秘書長古特瑞斯（Antonio Guterres），譴責以色列遷移人口的瘋狂做法。
美國在本周表示，正與以色列和埃及討論加薩平民安全通道的想法。
聯合國發言人杜雅里克（Stephane Dujarric）表示，「平民必需得到保護。我們不希望看到加薩人口大規模外流」。
以色列駐聯合國大使爾登（Gilad Erdan）表示，撤離警告是「暫時把人向南移動…以減輕對平民的傷害」，「聯合國應該讚揚以色列這些預防措施」。
爾登並批評，「多年來，面對哈瑪斯在加薩的恐怖集結，聯合國一直把頭埋在沙子裡」。
巴勒斯坦難民的命運是奄奄一息和平進程中最棘手的問題之一。巴勒斯坦人和阿拉伯國家表示，和平協定應包括這些難民及其後代返回的權利，這是以色列一直拒絕的。
在加薩南部汗尤尼斯（Khan Younis）、36歲擁有兩個孩子的法拉（Mariam al-Farra）說，在加薩內流離失所的人擠在一起，沒有水、電或網路。
法拉表示，「人們只是說我們都要去西奈半島（Sinai）…我們將被迫流離失所…我們和這些事無關。我們只想和平相處」。
以色列的一些言論加劇了阿拉伯人的擔憂。
以色列軍方發言人10日表示，他建議巴勒斯坦人透過加薩南部與埃及邊境的拉法（Rafah）過境點「離開」。
拉法過境點是加薩人民與外界聯繫的主要門戶。所有其他出口都通向以色列。
自哈瑪斯於2007年控制加薩以來，埃及一直幫助維持對加薩地帶的封鎖，在很大程度上封鎖了邊界，並對通過拉法的貨物和人員實施嚴格控制。
埃及表示，拉法過境點是開放的，他們正試圖確保向加薩運送人道救濟物資，儘管這受到以色列在邊境附近轟炸的阻礙。埃及表示，透過巴勒斯坦人大規模外流來解決這個問題，是不可接受的。

以巴衝突加俄烏戰爭 美銀警告全球恐迎來「最危險時刻」（TVBS）
俄烏戰爭尚未落幕，如今中東又發生大規模以巴武裝衝突，讓金融界擔心會引發後續連鎖效應，衝擊全球糧食與能源價格，甚至影響國際貿易，造成嚴重的後果。《英國廣播公司》（BBC）報導，摩根大通銀行（JPMorgan Chase）董事長戴蒙（Jamie Dimon）日前給出警告，他擔心接踵而來的地緣政治衝突，可能讓原物料價格飆漲，全球恐將迎來數十年以來「最危險的時刻」。
身為全球大型銀行龍頭的領袖人物，戴蒙在公司季度業績發布會上給出警告，他認為、雖然摩根大通銀行前一季業績亮眼，比去年同期成長3成，但在當前全球地緣政治衝突頻傳的時刻，依然面臨著眾多不確定突發因素。
戴蒙除了提醒糧食、能源的價格可能持續上漲，投資人也必須提前做好準備，因應將來可能出現的高利率、高通貨膨脹和衝突後果，「原物料售價上漲之外，國際貿易也會受到影響，加上地緣關係高度不穩定，此時期很可能是近幾十年以來，全球面臨的最危險時刻。」
其實不只摩根大通，花旗集團（Citigroup）也同樣在業績發布會上，提醒投資人，提前做好迎接不確定因素的準備。
雖然花旗和摩根大通一樣，前一季營收也呈現微幅成長，利潤也比去年同期更好，但首席財務長梅森卻表示，目前樂觀的結果面前，還有非常多不確定因素，最終都會影響整體發展，包含俄烏戰爭或以色列局勢。藉此提醒民眾和投資人，要做好心理準備。

以色列13日要求加薩走廊北部居民撤離到南部，外界認為以軍可能即將展開地面攻勢；哈瑪斯則呼籲民眾不要撤，「拒絕流離失所」。英國廣播公司（BBC）訪問了已經撤離、和決定不撤離的加薩北部民眾，其中一人感嘆，「我們是以色列和哈瑪斯兩邊的人質」，不撤離很可能死，但就算撤離也不安全。
BBC於14日採訪到31歲的穆哈瑪德（Muhammad），他剛帶著妻子和3個年幼孩子從加薩北部南下，抵達中部的馬哈齊難民營（Maghazi camp），但仍覺得不安全，「我們遭遇一無所有、無法解脫的痛苦，情況真的很糟，就算遷移也不見得安全」。
以色列13日要求加薩北部民眾往南撤，但卻在當地下午5時半左右，對可撤離的兩條主要道路之一發動空襲，導致至少70人死亡；下午6時03分，以色列軍方公布建議疏散路線，又把這條路線劃為「安全路線」。
穆哈瑪德告訴BBC，實在難以形容這3天的日子，「在這裡（加薩），我們是以色列和哈瑪斯兩邊的人質」。哈瑪斯把他們當肉盾，但他認為，「如果以色列找不到哈瑪斯在哪，他們也不應該轟炸平民和基礎設施吧。我們不是動物啊，我們不是動物園裡的動物，我們也是人」。

除了犯罪，美國社會也出現支持以色列或巴勒斯坦的對立分裂。哈佛、史丹佛和紐約大學，包括學生、教授和管理人員，都在社群網站發表激烈的言論，引發爭議。
有些人因此失去工作機會，或是遭到人肉搜索、暴力威脅。還有華盛頓喬治城大學學生寫信給校長，批評校長對巴勒斯坦的苦難，長期保持沉默，讓學校、企業界，陷入是否表態的難題。
同樣的情況，也出現在法國。法國日前發生高中教師，遭到俄羅斯籍車臣裔男子殺害死亡，被認定與以哈戰爭有關，當地15日，數百人聚集在法國北部城市阿拉斯的廣場，追悼死亡的教師。
法國全國目前進入高度戒備狀態，將部署最高達7千名警力戒備，並加強保護文化、宗教設施，還禁止舉行親巴勒斯坦的示威活動，法國教育部長阿塔爾也宣布，將開學時間延後到當地16日的上午10時。
儘管政府禁止，但法國國內的反猶太抗議活動依舊暴增。
法國內政部長達馬南指出，「從上週六（14日）以來，已記錄發生了189起反猶太活動，有65人因為與反猶太主義，有直接關係遭到逮捕，而被捕65人中，有23人是外國人。」
當局表示，目前在線仇恨舉報平台Pharos，收到了2400多份舉報，全都是散播反猶太主義的訊息，將對反猶太協會採取行動，要求解散幾個非正式或私下為哈馬斯，以及有關活動提供資金的協會團體。

【呂秋遠】這段故事，發生在2003年，當時我在倫敦政經學院認識了幾個好朋友，其中一個是巴勒斯坦人，她告訴了我一段發生在她家的故事。
巴勒斯坦、以色列的戰爭，背後的前因後果並不像烏克蘭、俄羅斯，當然更不能類比台灣與中國的關係。只是，無論如何，當我們放棄備戰，那就是放棄自己的自由。不論是以色列，或是巴勒斯坦，都是一樣的。

依曼是巴勒斯坦人，我們在倫敦政經學院認識。她的家境還可以，住在摩洛哥的卡薩布蘭加，而且聽說是獨生女（後來才知道，她不是），家裡人有能力把她送來倫敦唸書。
我們在修英國政府與政治的課程認識，我在倫敦的時候，有三個朋友特別友好，一個是捷克人，一個是喬治亞人，另一個就是她。她在課堂上的表現不多話，也不常發表政治意見，從衣著與外表上看起來，就是一個安靜的伊斯蘭教徒。
當然，私底下的她不是這樣的，是個活潑的女生。她曾經跟我說過，如果搬來台灣，她可以考慮跟異教徒，也就是我結婚，但是在她爸媽面前，我還是要入教。但是基於我的法文、英文都不夠好，她不會說中文，而且信仰宗教這種事情也不能偽裝，所以還是算了。當好朋友最輕鬆自在。
小時候，我很喜歡《北非諜影》這部老片，這部影片的背景就是在摩洛哥的卡薩布蘭加。憑著對於城市的電影想像，我經常會問她，那個城市是不是很浪漫？她只是笑，然後講了一句後來我經常聽到的話：
「不論哪一個城市，單純旅遊都很浪漫，如果是工作或生活，你就會覺得很現實了。」
她的母語之一是法文，所以我們聊天的時候，會有濃厚的法文腔調。她知道我喜歡那部電影，所以只要我要求，她就會刻意帶著法文腔調，唱那首<As time goes by>給我聽。
依曼的媽媽是巴勒斯坦人，她們一家人，曾經在約旦河西岸住過。約旦河西岸？是以色列的領土嗎？還是巴勒斯坦的土地？法律上來說，比較像是以色列透過勝仗後，「管理」了巴勒斯坦人的土地，但是巴勒斯坦人會說，這是武裝非法佔領。住在這個「原本是巴勒斯坦人居住後來被色列佔領的土地」，巴勒斯坦人的自由，完全被限制。
那天的課程是中東政治，我們討論到巴勒斯坦人的處境，依曼被老師點名，但是她搖搖頭，什麼也不說。下課以後，我們從學校走到柯芬園歌劇院，在Cafe Nero坐了下來。她一臉嚴肅，跟往常不太一樣。我問了她，剛剛上課的時候，怎麼不說話？
「你知道，我們巴勒斯坦人在以色列佔領區，過著什麼樣的生活嗎？」
我搖搖頭，因為沒有身歷其境的人，真的很難說些什麼。
住在自己的家裡，但是一點尊嚴也沒有。每天，她從學校回家，都得要通過以色列軍人設立的檢查站。她的同胞，隨時都可能被拘留。有次，士兵們檢查她的皮包，把所有的東西都倒出來，還強迫她用希伯來語對話。她知道這兩個士兵會說阿拉伯語，所以她堅持用自己的語言回答。士兵打了她兩巴掌，登記了姓名、住址以後才放她離開。
當天晚上十點多，一群士兵闖入她家，她當時正在洗澡，父母已經準備要睡覺，弟弟與妹妹正在看電視。這群人上門以後，在家裡翻箱倒櫃，宣稱要搜查違禁品。媽媽當時已經卸下頭巾，那群士兵用不懷好意的眼神看著她媽媽。她說：
「如果當時有炸彈，我一定會丟向那群士兵，跟他們同歸於盡。」她的語氣很平淡，但是受傷的眼神，就像是一頭母獅子一樣。
「我懂你的心情。」我點點頭。
「你不懂。你不會懂。後來。我17歲的弟弟加入了哈瑪斯，成為了烈士。他在一次攻擊行動前，還是到學校上課，跟同學有說有笑，中午回家以後，跟我媽說再見，他說，他要去超市買東西，還吻了媽媽一下，接著，他就沒回來了。老師在他的桌上，只看到一行字：我愛巴勒斯坦。」
她的爸媽受不了這個打擊，舉家搬遷到卡薩布蘭加。家裡氣氛一直很糟，所以她選擇到了倫敦唸書。
望著咖啡店的窗外雪花紛飛，其實我真的不知道還能說什麼，在她身上發生的事情，即使是長期被中國壓迫的台灣人，也很難體會。依曼心中有那麼深的一道傷口，而這道傷口，從未結疤過，也不可能會好。因為她的平靜，透露出一股比大雪還寒冷的恨意。
對她而言，那是一種絕望中的仇恨。她的生活裡，每天身邊都有石頭、子彈呼嘯而過。她的朋友與家人，可能莫名其妙就會被攔下來搜索，而她自己，根本不知道未來在哪裡。
談到這裡，我們兩個互相看著對方，無言以對、無話可說。
面對悲劇，這不會是一面倒、批評誰的評論，我們只能哀矜勿喜，別把這件事當作誰是絕對的惡人，雙方都是為了求生存而已。
善良？戰爭只有實力，沒有善良可言。

由於以色列極右翼政府多年來不斷擴大約旦河西岸（West Bank）的屯墾區，侵占巴勒斯坦人的家園，加薩走廊（Gaza Strip）的巴勒斯坦準政府及軍事組織「哈瑪斯」（Hamas），也在當地時間7日凌晨襲擊以色列，雙方衝突至今已造成逾2400人死亡。對此，美國哈佛大學34個學生團體隨後也發表連署聲明，認為以色列極右翼政府應負起全責，沒想到華爾街大老阿克曼（Bill Ackman）等企業CEO卻揚言要向哈佛大學索取這些學生的名單，以利將來拒絕雇用。如今在激進政治正確氛圍的美國社會的強烈譴責下，至少5個哈佛學生團體迫於無奈撤回了批評以色列的聲明。

據悉，英國知名香水品牌祖· 瑪瓏（Jo Malone London）創始人瑪瓏（Joanne Lesley Malone）的22歲兒子威爾科克斯（Josh Willcox）正是領導哈佛大學巴勒斯坦團結委員會的3名學生之一。對此，她拒絕評論兒子的做法，僅表示「我們一家人對最近發生的事件感到心碎，並強烈譴責一切形式的暴力行為。」她還補充「哈瑪斯的襲擊令人髮指。」
報導補充，該場衝突始於哈瑪斯對以色列發起多管齊下的阿克薩洪水軍事行動（Operation Al-Aqsa Flood），包括火箭彈攻擊，以及由陸海空兵分多路滲透到以色列境內，殺害及俘虜逾千位軍民。

據美國《商業內幕網》當地時間 18 日報導，因美國賓夕法尼亞大學此前舉行的巴勒斯坦文學節，邀請了不少巴勒斯坦學者，包括雅詩蘭黛化妝品公司繼承人之一、猶太裔億萬富翁羅奈爾得· 勞德在內的知名捐助者威脅撤資，並要求該校校長馬吉爾引咎辭職。
「這次會議給賓夕法尼亞大學的聲譽造成重大污點，需要很長時間才能修復。」 勞德在寫給馬吉爾的信中威脅稱 : 「如果貴校沒有採取令人滿意的措施來處理反猶主義的問題，那就是在逼我們重新考慮是否要提供經濟支援。」
美國媒體《富比士》稱，勞德兼任世界猶太人大會主席，是賓夕法尼亞大學的主要捐助者之一，其財產估計為 46 億美元。
美國前駐華大使洪博培也宣佈將停止對該校捐款，洪博培執掌的猶太政商家族亨茨曼家族在美各界都有巨大影響力。
不只是賓夕法尼亞大學，《紐約時報》 18 也日稱，在巴勒斯坦伊斯蘭抵抗運動 （ 哈瑪斯 ） 襲擊以色列當晚，哈佛大學 30 多個學生團體組成的聯盟通過社交媒體發表匿名信，稱以色列需要對造成 1,400 多人死亡的暴力事件「負全部責任」。
幾天內，這些學生遭到人肉搜索，個人資訊被掛到網上，兄弟姐妹也受到威脅。近日，還有一輛用看板曬出學生照片和名字以「示眾」的卡車在哈佛廣場上繞圈圈，上面醒目地標明「哈佛為首的反猶主義者」。

以色列與哈瑪斯的衝突爆發後，美國多間頂尖大學正面臨金主撤回數百萬美元捐款的巨額損失，因為金主認為這些大學未嚴厲譴責哈瑪斯，或未阻止學生舉行反以色列的示威。如此情勢可能涉及言論自由、學術獨立及高等教育機構的資金來源。
英國《金融時報》報導，多間法律事務所與投資公司已揚言永不僱用參加反以色列示威的學生，甚至收回已發出的僱用信。包括哈佛大學、賓州大學、史丹佛大學等名校都在極力遏止危機擴大。
某些大學將原本的聲明用語改為更強烈的措辭，也有部分學校堅持維護學術自由，以及學術機構「在政治與社會議題上維持中立」的原則。
賓州大學校長瑪吉爾（Liz Magill）17日表示：「賓州大學堅定反對哈瑪斯在以色列實施的恐怖攻擊，亦反對反猶太主義。」她還說「我們應該更迅速、更廣泛地發表我們的立場」。
雅詩蘭黛繼承人撤回賓大捐款
對金主來說，這番聲明的確不夠迅速。猶太裔的雅詩蘭黛（Estée Lauder）集團名譽董事長羅納德・蘭黛（Ronald Lauder）已表示將撤回對該校的捐款。他不久前就曾批評賓大校園中舉行的巴勒斯坦文學節活動。
其他自賓州大學撤回捐款的富豪還包括美國前駐中大使洪博培（Jon Huntsman），以及避險基金大亨馬格曼（David Magerman）與傑可布森（Jonathon Jacobson）。美國阿波羅全球環球管理公司（Apollo Global Management）執行長羅旺（Marc Rowan）甚至要求校長瑪吉爾下台。
知名投資公司黑石集團（Blackstone）總裁格雷（Jonathan Gray）則表示，瑪吉爾雖「犯了點錯」，但他會持續捐款給賓大。他表示，黑石部分員工擔憂「將仇恨言論偽裝成言論自由」的行為，「我想大學領導人挺身而出是很重要的」。
哈佛大學甘迺迪政府學院（Kennedy School of Government）有一棟以時尚品牌Limited Brands創辦人威斯納（Leslie Wexner）命名的建築。威斯納已向哈佛監事會發函，表示將「正式結束財務與專案合作關係」，因為哈佛「未能清晰表明反對」針對以色列平民的「野蠻謀殺」。
同樣在甘迺迪政府學院有一棟命名建築的以色列富豪奧弗（Idan Ofer）上週已表示，他不會再擔任該學院的執行委員，因為「沒有明確證據顯示該校領導階層支持以色列人民」，以及「他們顯然不願指出哈瑪斯是恐怖組織」。
報導指出，美國各大學去年獲得的捐款達 600億美元，這些金主抽銀根的作法勢必影響廣泛。
學生參與挺巴人聲明 投資大亨要哈佛交名單
還有金主透過社群媒體向大學施壓。避險基金大亨艾克曼（Bill Ackman）上週就在X平台發文，要求哈佛查出一份學生社團聯合聲明的參與者。該聲明認為「以色列政權須為所有正在發生的暴力事件負全部責任」。
艾克曼說，要求校方交出參與聲明的學生名單，是為了「確保我們不會無意間錄用其中任何一人」。
紐約知名的達維律師事務所（Davis Polk）也表示，已取消聘用三名哈佛與哥倫比亞大學法學院畢業生，因為他們都發表了支持巴勒斯坦的言論，「與本所的價值體系直接牴觸」，只要是簽署了支持巴勒斯坦聲明的學生，「本所不再歡迎」。
倡議團體「停止反猶太主義」（StopAntisemitism）執行主任瑞茲（Liora Rez）表示，多位富豪已決定停止向大學捐款，將產生「大幅衝擊」，「骨牌已開始倒下」。她呼籲，「在大學禁止支持哈瑪斯的示威」之前，猶太富豪應「閤上支票簿」。
瑞茲表示，許多大學迄今對哈瑪斯突襲以色列一事保持沉默，「但這些學校在（非裔青年）佛洛依德（George Floyd）被謀殺時，在『黑人的命也是命』的示威中卻毫不猶豫支持非裔學生」，「看來他們只有在猶太學生被詆毀時才會猶豫」。
「自由追尋真理」應是大學教育根基
人權觀察組織（Human Rights Watch）前主任羅斯（Ken Roth）則認為，美國各大學應遵循芝加哥大學1967年「凱爾文報告」（Kalven report）原則，亦即大學應奉行學術自由，堅持在政治與社會議題上保持中立。
羅斯今年一月遭甘迺迪政府學院撤銷研究員身分，他認為原因是他批評了以色列。羅斯強調，大學行政當局應堅守不對時事議題發表聲明的原則，「他們的職責應是捍衛校園裡的學術自由」，「他們應該確保學生不受暴力、恐嚇、騷擾的侵擾，而不是不去面對棘手的想法」。
羅斯認為，大學不應要學生「蒙上眼睛、摀住耳朵」。
美國大學與學院協會（American Association of Colleges and Universities）主席帕斯奎瑞拉（Lynn Pasquerella）也表示，現在出現要人們選邊站的趨勢，「肉搜學生然後永不錄用他們，因為觀點不同而揚言要撤回捐款，這些都與美國高等教育的原則背道而馳」。
帕斯奎瑞拉說，高等教育的根基，就是「自由追尋真理，自由交流觀點」。

以色列去年10月7日對加薩用兵造成慘重平民傷亡，南非政府去年12月29日向國際法院（ICJ）控告以色列在加薩的行徑是「種族滅絕」。以色列反擊稱南非的指控歪曲現實。
華爾街日報指出，這場在荷蘭海牙（Hague）為期兩天的庭審聽證在以色列、南非都成為矚目焦點，兩國大多數新聞機構都實況轉播庭訊。

國際法院（ICJ）是什麼？
成立於1945年的國際法院（ICJ）是聯合國的最高法律機構，管轄範圍涵蓋聯合國全體193個成員國，可就成員國間的「事」（如領土爭端、違反聯合國條約）裁決，不同於2002年成立的國際刑事法院（ICC）。國際刑事法院管轄範圍是羅馬規約的123個成員，是對涉及犯罪的「個人」訴究。兩個法院都設於海牙。
國際法院由15名法官組成，這些法官是透過聯合國大會與安理會選舉而出，任期9年。
國際法院如何審案？
裁定臨時措施與判決案件本身，國際法院法官都是採取表決。不同意多數意見的法官可在判決書內附不同或協同意見書。
根據國際法院規定，目前沒人在國際法院任職的南非和以色列，有權指派自家法界權威與15名國際法院法官一同聽審。
國際法院裁決有什麼效力？
國際法院的裁決具有法律約束力，判決後不能上訴，但判決執行需仰賴聯合國安理會。
華爾街日報指出，由於國際法院沒有執行手段，外界不認為以色列會聽從裁決行事。但專家認為國際法院單是裁定暫時停火，就足夠讓以色列盟友、尤其美國陷於尷尬。
同意以色列構成種族滅絕人權組織「即刻爭取阿拉伯世界民主（Democracy for the Arab World Now, DAWN）」的賈拉爾說（Raed Jarrar）說：「若南非有辦法讓國際法院做出各方立即遵守停火協議的裁定，那就算非同小可。」
為何是南非提告？
華爾街日報指出，目前已有150多個國家簽署和批准種族滅絕公約，公約允許一國對所認為構成種族滅絕的他國提告，即使提告者與衝突本身沒有直接關係（如本案的南非）。
美聯社等指出，南非在結束種族隔離政策後，長久以來支持巴勒斯坦建國大業。雙方關係的建立可回溯到南非前總統曼德拉（Nelson Mandela）和巴勒斯坦解放組織（PLO）領袖阿拉法特（Yasser Arafat）時代。曼德拉昔日率領「非洲民族議會」（ANC）力抗白人少數統治，獲得阿拉法特陣營聲援。

南非要求國際法院即刻採取「臨時措施」，防止以色列犯下更多罪行；臨時措施是國際法院在案件進入實質審理前就能裁定的一種緊急命令。
以色列很可能拿「自衛」作為在加薩造成慘重平民死傷的辯解。以色列總統赫佐格（Isaac Herzog）9日接見美國國務卿布林肯（Antony Blinken）時就說：「以色列將自豪地展現，什麼是根據國際人道主義法所賦予的固有權利來自衛」。
審理會馬上有結果嗎？
初步程序可能僅需幾週時間。半島電視台研判國際法院應該一、兩個月內即可就南非所提的臨時措施做出准駁。
至於官司本身則恐怕得耗時多年。國際法院審理是一艱辛過程，需提交詳細書面意見，然後由代表當事國的最頂尖法律顧問團隊交互詰問與言詞辯論。一些專家認為本案宣判可能得等3到4年。

隨著加薩衝突持續延燒，愈來愈多以色列青年男女被徵召入伍參與戰鬥，政府甚至考慮延長現有役期，根據外媒報導，這個情況讓愈來愈多役齡男女，對該國「唯一」不必服兵役的猶太正統教徒（Ultra-Orthodox）享受特權，社會上的憤怒情緒日漸倍增，甚至引發街頭抗爭要求政府修法。《法蘭西24》報導指出，僅過去一年以來、有多達6.6萬名正統派教徒豁免服役，同時以色列政府為了維持現有軍隊規模，甚至傳出考慮將男性兵役時間，從原來32個月延長為36個月。
一場在耶路撒冷的抗議活動中，數百名以色列青年怒吼表示，「身為一個正常以色列人的現實，就是要服役保家衛國，整個社會無論男女都要盡責。」 公眾憤怒與挫折情緒，主要針對現任總理納坦雅胡（Benjamin Netanyahu），他被視為長期保護這個社群的政治領袖。為了取得執政組閣權，他選擇與兩大主要正統猶太黨派：沙斯（Shas）和聯合托拉猶太教（United Torah Judaism）聯盟。

以色列1948年獨立建國後，允許全職在神學院學習托拉（Torah）的猶太男子，每年都可以延期兵役，一直到26歲就能獲得完全豁免。據了解，當初是為了讓一群400名年輕人可以專心研讀聖經，並保護猶太傳統文化不再丟失。但時至今日，以色列正統派教徒人數高達130萬人，該社群生育率非常驚人，平均每個女性孕育6個小孩，比全國平均2.5個孩子高出兩倍多。
打從以色列發動加薩地面攻擊以來，累積有242名士兵在當地戰死，有鑑於戰況膠著且短時間難以完全落幕，以軍甚至打算將男性的徵兵期，從32個月延長到36個月。國防部長加蘭特（Yoav Gallant）也呼籲，政府應該結束這不公平的豁免機制，「我們必須共同承擔保家衛國的責任！」
面對國內反對抗議聲浪，納坦雅胡「承諾」會設法解決，但他同時強調、如果要現任政府此時立即廢除豁免，那可能面臨倒閣和被迫重新改選國會。至於正統派教徒的觀點，他們認為、讓其入伍與更廣泛的社會接觸，會導致宗教和傳統價值會損害，而且經典也不允許他們和異性混雜共事，堅決反對被徵召服役。

我沒有說以色列沒錯喔，但哈瑪斯呢？
奇怪，當年2014真的該罵以色列時，罵聲很大卻不是主流，怎麼這次好像哈瑪斯都沒問題似的，聲討哈瑪斯完全無法成為媒體主流呢。大概是因為媒體只有報導加薩民眾多可憐的事情，但卻少有觸及哈瑪斯多壞的事實。

以色列駐聯合國大使爾登十日不滿聯合國大會就給予巴勒斯坦政府在聯合國享有特權與權利進行表決，秀出刻正與以國交戰中的哈瑪斯領導人辛瓦的照片，稱給巴人政府特權就是給哈瑪斯國特權。
獲143票通過 以色列怒斥噁心
聯合國大會十日壓倒性表決通過給予上月爭取入聯失敗的巴勒斯坦自治政府在聯合國享有「特權與權利」，並呼籲聯合國安理會重新考慮巴勒斯坦的入聯要求。儘管此一表決僅具象徵意義，巴人政府仍稱此表決具有歷史意義，以色列則怒斥噁心。
九票反對 廿五票棄權
聯大在一四三票贊成、九票反對、廿五票棄權下，通過由阿拉伯聯合大公國與巴勒斯坦支持的給予巴人政府額外權利的決議案，投下反對票的九國為美國、以色列、阿根廷、捷克、匈牙利、密克羅尼西亞、諾魯、帛琉以及巴布亞紐幾內亞。
此一表決結果反映出全球廣泛支持現僅為觀察員的巴勒斯坦成為聯合國正式會員，以及許多國家對加薩戰爭死亡人數節節高升的憤怒。加薩走廊的實際管控者是與以色列爆發衝突的伊斯蘭激進組織哈瑪斯，而非爭取入聯、僅控制約旦河西岸的巴人政府。
巴人政府上月申請成員聯合國正式會員，決議案依規定先送交安理會，若通過才能送交聯大並獲至少三分之二成員國同意才能入聯，但美國在安理會階段就一票否決將之打回票。相較於安理會，聯大表決並無否決機制，只要三分之二會員國、即一一八票同意就能過關；但巴人政府如今因聯大決議案而享有若干新權利與特權，然其在聯合國中的身分仍是無投票權的觀察員。
入聯案 被美一票否決
巴人政府駐聯合國大使曼蘇爾在表決前期許巴勒斯坦終將在聯合國享有合法地位，以國駐聯合國大使爾登則怒嗆該決議案形同給予刻正與以色列交戰中的哈瑪斯特權與權利；美國駐聯合國副大使伍德則稱該決議案「無效」，與重申當初在安理會一票否決時的立場，即華府支持巴人建國，但不支持以入聯方式宣布建國。
為避免中國與俄羅斯的顧慮，聯大決議案的內容曾進行修改，原始版稱給予巴人政府確保在全面與有效參與聯合國大會與各種會議上，享有「與成員國同等的權利與特權」，但顧及反對科索沃入聯的俄羅斯與反對台灣入聯的中國的情況下，「與成員國同等」的措辭被刪，以及附註巴人政府享有的權利與特權為「特例而非先例」。

以色列人質諾亞（廿六歲）、梅爾（廿二歲）、柯茲洛夫（廿七歲）和齊夫（四十一歲）十月七日在諾瓦音樂節被哈瑪斯恐怖分子殘忍綁架，他們四人的獲救，為其他一百二十名被俘超過八個月的人質帶來希望，同時也揭示了加薩平民與哈瑪斯之間的錯綜複雜聯繫。
這些人質被平民扣押在加薩市中心的兩棟私人住宅，其中三人被拘留在半島電視台「記者」阿爾賈莫的家裡。為了解救他們，以軍須與數百名恐怖分子及武裝平民激烈戰鬥，反映出城市戰爭的不對稱性。倘若哈瑪斯及其加薩同夥不要綁架以色列公民，或事後釋放他們，這些戰鬥造成的損失其實都可避免。
以色列盡最大努力以避免傷害無辜人命及造成損害，哈瑪斯卻刻意將槍手和人質藏匿在平民之中，利用他們作為人盾，這已公然違反國際法和戰爭基本規則。
加薩平民是複雜且多面向的群體，十月七日及之後的事件顯示，許多加薩人支持哈瑪斯，教育孩子成為哈瑪斯分子，對猶太人被謀殺稱幸。有數千加薩人參與對以色列村莊的大屠殺、搶劫、強暴和殺戮。許多平民讓哈瑪斯將人質和恐怖分子隱藏在自家，並利用房舍儲存武器、恐怖分子的隧道。最近民調顯示，七十一％的加薩人認為哈瑪斯攻擊以色列的決定是正確的，並非每個加薩平民都參與這些行為，但必須承認其中有些人絕非完全無辜。
哈瑪斯是穆斯林兄弟會在加薩的分支，控制軍事和政治版圖，甚至商業和貿易（對個人和公司進行系統性勒索敲詐，大規模挪用國際人道援助）、社會服務和教育機構。加薩的教育和宣傳系統向年輕人灌輸針對以色列的仇恨和暴力的著墨。這種灌輸常導致積極配合恐怖活動，聯合國近東巴勒斯坦難民救濟和工程處讓這種煽動滲透進入機構內，特別是其學校網絡，使不少人誤信哈瑪斯令人髮指的行為是合法的。
這使得哈瑪斯能夠培養平民積極參與其暴力議程，該組織對經濟、人道援助和社會教育網絡的完全控制為他們贏得了忠誠，但同時，他們的宣傳助長了殉道文化、針對以色列的暴力犯罪文化，包括劫持人質、強姦和謀殺。
國際社會須對此採取明確立場，須追究哈瑪斯網絡成員的責任，從領導層到它在學校和管理機構中的武裝分子，這些人有的是恐怖基礎設施的一部分，有的則支持對加薩的兒童灌輸仇恨和暴力教育。

路透社報導，真主黨宣布完成「第一階段」回擊行動，一共對以色列發射超過320枚火箭彈，並對派出無人機飛越以色列北部，擊中11處以軍目標。
以色列當地時間今（25）日清晨，黎巴嫩真主黨（Hezbollah）宣布對以色列發動大規模無人機空襲，為7月真主黨指揮官遭狙殺復仇，在此之前，以色列國防軍已對真主黨「先發制人」，展開打擊，以色列也宣布未來48小時進入緊急狀態。
綜合路透社、「耶路撒冷郵報」（The Jerusalem Post）報導，以色列軍方發言人哈加里（Daniel Hagari）今日稍早表示，以色列國防軍偵測到黎巴嫩真主黨準備對以色列發射飛彈，以軍因此先發制人，打擊黎巴嫩境內目標及發射場，以色列空軍一共打擊黎巴嫩境內40處目標。
後續真主黨正式宣布，已對以色列展開大規模無人機及火箭彈攻擊，以報復以軍7月狙殺真主黨高階指揮官。真主黨稱，鎖定特殊軍事目標、以色列的鐵穹防空系統及其他位置，但將需要「一些時間」進行完整回應。
據以國媒體預估，當地時間清晨5時30分至6時15分期間，真主黨一共朝以色列北邊發射約200枚火箭彈，以國北部響起防空警報。
以色列也公布以軍防空系統攔截真主黨火箭彈的畫面。
以色列防長葛朗特（Yoav Gallant）隨後宣布未來48小時進入緊急狀態，緊急狀態命令將能限制民眾集會及關閉特定場所，以色列「後方司令部」（Home Front Command）隨後也對特拉維夫及以北城鎮發布限制令，室外聚會最多30人，市內最多300人，如果附近有避難所且可及時抵達，民眾可如常進行教育及工作活動。

CNN記者在約旦河西岸連線，後方的以軍推土機，以搜索炸彈為由，破壞巴勒斯坦社區的馬路，以軍擴大西岸地面行動，死傷不斷攀升。
其中包括這名美國、土耳其雙重國籍活動人士，才20多歲，她參加反以色列擴張示威，卻遭以軍開槍擊中頭部，送醫後不治。

「紐約時報」今天訪問多名國防與情報前後任官員報導，以色列特務長期策劃發動現代版「木馬屠城記」，黎巴嫩真主黨使用的呼叫器全數為以國特別製造，匈牙利BAC為特務設立的空殼公司，真主黨誤信手機不安全，全數轉用猶如惡意軟體特洛伊木馬的「炸彈呼叫器」，傷亡慘重。
黎巴嫩武裝團體真主黨的呼叫器、對講機昨天和今天在各地齊爆，紐約時報（New York Times）訪問12名未透露身分，曾聽取黎巴嫩連續爆炸事件簡報的現任與前任防衛與情報官員報導，呼叫器與對講機爆炸攻擊行動確實是以色列人背後策劃，行動相當複雜，需長時間安排。
以色列高科技攻擊行動是黎巴嫩真主黨的弱點，2020年，以色列透過衛星遠端操控AI機器人，成功暗殺伊朗頭號核子專家，也曾駭入伊朗核反應系統，阻礙發展行動。
由於以方多次對真主黨成員進行暗殺行動，真主黨判斷，以色列使用高科技，真主黨就走低科技。真主黨領袖納斯拉勒（Hassan Nasrallah）曾公開說，以色列可透過手機訊號找到真主黨行動地點。他還在電視上表示，「特務到底在哪？特務就是手中的手機，你的妻子和子女手中手機就是以色列特務」。
納斯拉勒還要求人員「埋了手機，或是放在鐵盒裡鎖起來。」美國情報人員指出，真主黨的科技能力有限，納斯拉勒多年來推動使用呼叫器，雖然傳遞的訊息有限，但不會透露人員位置，資訊也不會被攔截。
以色列情報判定機會難得，早在納斯拉勒決定擴大使用呼叫器前著手計劃行動，包括設立一間以外國呼叫器製造商為名義的空殼公司。
根據3名情報人員的說法，表面看來，匈牙利BAC公司依合約為台灣的金阿波羅公司生產呼叫器，事實上，這是以色列計畫中的部分安排，以方為此至少設立2間空殼公司，遮掩實際製造者的真實身分為以色列情報人員。
匈牙利BAC公司成立後確實接單生產一般呼叫器，但他們唯一在乎的客戶是真主黨。真主黨最後收到的不是一般呼叫器，當中的電池含季戊四醇四硝酸酯，代號為PETN的爆裂物質。
2022年夏天，以色列情報人員開始對黎巴嫩運送少量呼叫器，納斯拉勒決定棄用手機後，「炸彈呼叫器」開始大量生產。
由於真主黨的盟友不斷向納斯拉勒提供以色列透過新方法駭入手機的報導，可透過手機麥克風與相機遠端偵測使用者，但這是以色列投資數百萬美元發展整套技術與散播「釣魚」資訊的計畫，真主黨及其盟友都認為手機聯繫，甚至加密聯繫用APP都不再安全，紛紛轉用呼叫器。
納斯拉勒不僅禁止使用手機開會，還命令所有行動計畫都不得用手機溝通，真主黨所有高階人員任何時刻都必須攜帶呼叫器，戰時也必須透過呼叫器傳達指令。
2名美國情報官員指出，送往黎巴嫩的呼叫器在今年夏天不斷增加，發放給真主黨及同夥人員。對真主黨來說，炸彈呼叫器是防禦裝備，但以色列人員稱它為「按鈕」，時機到了就可按鍵引爆，時間看來就在本週。
以色列總理尼塔雅胡（Benjamin Netanyahu）15日對戰時內閣表示，會盡全力讓7萬名在北方與真主黨作戰的以色列人回家。
17日，以色列人員收到引爆指令。數千個炸彈呼叫器同時聲響，顯示看似真主黨高層發出的阿拉伯文簡訊，幾秒鐘後，黎巴嫩全境陷入混亂。

不過此文一出，AOC馬上就被X上的鄉民出征了。
針對AOC譴責以色列的文章，許多人認為，po文內容跟蒸煮襠的外宣內容相同，懷疑AOC是蒸煮襠同路人。
「踢足球的小孩被蒸煮襠的飛彈柵s的時候也沒看你怎麼氣憤。」
然後過沒多久，AOC又po文說，他的國會辦公室「被噴上『支持恐怖份子』的標語」，強調這個是違法行為，但是並沒有po出照片。
不少其他民主黨議員也沒有跟上，反而稱讚這是一次「令人印象深刻的創舉」、「相當有創意」、「以色列有權保衛自己國家」。

以色列26日拒絕美、法等盟國提出的21天停火建議，總理內唐亞胡表示，以軍將繼續全力對抗真主黨，直到勝利。黎巴嫩衛生部指出，以軍26日行動造成至少92人死亡、逾150人受傷，真主黨並證實，一名無人機部隊指揮官，在以軍針對貝魯特市郊的空襲行動中死亡。
衛報、BBC報導，美國和法國等12個國家及組織稍早發表聯合聲明，呼籲以黎邊境即時停火21天，內唐亞胡辦公室和外長卡茨等都否認同意停火。
內唐亞胡26日抵達美國紐約出席聯合國大會時說，以色列政府的政策很明確，「我們將繼續全力打擊真主黨，直至實現所有目標。」
卡茨強調，「北部不會實現停火」；以色列國防軍參謀長哈勒維（Herzi Halevi）表示，以軍將繼續打擊真主黨；以色列國防部長加蘭特說，已批准以軍針對真主黨的「持續進攻行動」；空軍司令巴爾（Tomer Bar）指，目前首要任務是防止所有武器從伊朗轉移給真主黨。以色列國防部說，獲美國提供87億美元援助，支持現正進行的軍事行動。
以軍26日再向黎巴嫩發動220次空襲，擊中真主黨的基礎設施、火箭發射器、武器庫等。真主黨無人機部隊指揮官蘇魯爾（Mohammad Surur），在以軍針對貝魯特市郊的空襲行動中喪命，同日亦攔截一枚由葉門發射的飛彈。
一名與真主黨關係密切者向法新社說，蘇魯爾生於1973年，學習數學，是真主黨派往葉門培訓該國叛軍青年運動的高階顧問之一。
黎巴嫩衛生部指出，以軍26日的行動造成至少92人死亡，逾150人受傷，自23日以軍展開大規模空襲以來的死亡人數增至近700人。

以色列國家安全局（Shin Bet）和警方今天（22日）表示，以色列安全部隊逮捕7名耶路撒冷居民，指控他們計劃暗殺以色列官員並代表伊朗情報部門實施其他攻擊行動。
以色列警方和國家安全局的聯合聲明表示，這起事件是過去1個月第五起由伊朗情報部門主導的暗殺未遂案件，已遭到以色列安全部門挫敗。
聲明表示，這7名嫌疑人居住在主要是巴勒斯坦居民區的拜特薩法法（Beit Safafa），他們被指控計劃暗殺一名以色列高級科學家和以色列一個未具名城市的市長。
根據以色列國家安全局的一名高級消息人士引述安全部門的資訊表示：「科學家和市長，以及安全機構的高級成員和其他以色列高級官員，都是伊朗情報機構的攻擊目標。」
路透社今天未能立即聯繫到伊朗外交部發表評論。

以軍持續打擊真主黨 發撤離令後隨即空襲貝魯特南郊
以色列軍方今天呼籲黎巴嫩首都貝魯特（Beirut）南部郊區的居民，在以軍針對黎巴嫩真主黨（Hezbollah）位於當地的設施採取軍事行動前撤離，不久後就發生空襲。
法新社報導，以軍阿拉伯語發言人阿德雷（Avichay Adraee）在社群平台X寫道：「為了您和家人的安全，您必須立即從這些建築物和周邊設施撤離，移動到至少500公尺外的地方。」貼文並附上一張地圖，上面標有即將被攻擊的2棟建築物。
法新社攝影記者隨後表示，以色列對貝魯特南郊發動空襲；黎巴嫩「國家通訊社」（NNA）則報導，以色列派飛機發動襲擊。
以色列警告民眾撤離後，記者們趕忙離開真主黨發言人亞飛（Mohammed Afif）在當地舉行的記者會，幾分鐘後就發生空襲。
真主黨今天宣稱為上週以色列總理尼坦雅胡（Benjamin Netanyahu）住所遭遇無人機攻擊負責。亞飛告訴媒體記者，真主黨「宣布為塞沙里亞（Caesarea）行動…針對尼坦雅胡的攻擊負起全部、完整且專屬的責任」。
真主黨也提到，在以色列上週的襲擊前，其金融機構Al-Qard al-Hassan已採取所有必要預防措施，承諾「履行對儲戶的義務」。
亞飛說道，這家企業「已預料到此類…侵略行為，並已採取一切預防措施，將竭盡所能履行對儲戶的義務」。
以軍今天稍早還說，已連夜襲擊數個真主黨的武器儲存設施和指揮中心，包括位於貝魯特的一座重要海軍基地。
以軍發布聲明表示：「（攻擊）貝魯特的目標包括真主黨海軍單位的核心基地，該基地存放著軍用快艇、設有訓練中心和進行實驗的區域。」
另一方面，黎巴嫩衛生部今天表示，以軍前一晚對貝魯特南部鄰近拉菲克哈里里醫院（Rafik Hariri Hospital）的地點發動空襲，造成13人喪生，其中包括1名兒童，將先前公布的4死上調。
黎巴嫩衛生部指出，這場空襲還導致57人受傷。拉菲克哈里里醫院距離市中心數公里，是黎巴嫩最大的公共衛生機構。

斬伊朗金流 以擊斃真主黨財務指揮官
以色列近日加強打擊黎巴嫩「真主黨」金融機構，試圖瓦解真主黨的金脈。以軍發言人哈加里廿一日宣布，前一晚針對真主黨近三百處金融據點，「發動一連串精準攻擊」，擊中逾廿個目標，包括一座藏有上千萬美元現金及黃金的地下碉堡，並指稱黎國首都貝魯特南部藏有五億美元現金和黃金的地堡，就在達希耶地區沙赫爾醫院底下。此外，以軍聲稱負責將伊朗銷售石油「約數千萬美元」所得轉入的真主黨「四四○○部隊」新任指揮官，已在敘利亞首都大馬士革西南部自治市梅澤赫身亡。
真主黨則聲稱，針對以色列軍事情報部門「八二○○部隊」格利洛特基地、特拉維夫郊區的尼里特地區發射火箭彈，另對以國北部港市海法西北部的斯特拉馬瑞斯（Stella Maris）海軍基地發射火箭反擊。
「四四○○部隊」是真主黨特種部隊，專責執行海外任務和複雜軍事行動，並監督伊朗對敘利亞、真主黨的武器轉移，也負責將伊朗石油運送到敘利亞，再銷往黎巴嫩，為高度保密的重要作戰單位。哈加里並未明確指出廿一日喪命的新任指揮官姓名，僅表示該部隊先前由被稱為薩拉（Sheikh Salah）的真主黨資深指揮官柯瑟（Mohammed Jafar Ksir）領導，此人去年十月初死於以軍空襲貝魯特；至於繼任者，外界直至他廿一日喪命仍不知其名。
同日稍早，敘利亞國防部指稱，以軍空襲大馬士革一輛汽車，造成兩人死亡。總部設於英國的非營利組織「敘利亞人權瞭望台」指出，空襲目標為一名非敘利亞籍男子，他當時開車行經近日身亡的巴勒斯坦激進組織「哈瑪斯」政治局主席辛瓦紀念活動附近。
至於廿日晚間攻擊的前述真主黨金融據點，哈加里強調，「這些錢被用來資助真主黨攻擊以色列」。至於沙赫爾醫院地下金庫，「根據我們的評估，這座地窖至少藏有五億美元的現金與黃金。這筆錢可以用來重建黎巴嫩。」
外傳沙赫爾醫院為真主黨大本營，但該院院長、黎巴嫩什葉派政黨「艾瑪爾運動」國會議員阿勒梅（Fadi Alameh），駁斥以方「指控不實」，聲稱院內急診科部門僅有手術室、病患與太平間，可供黎國軍隊「或其他觀察員」前去察看以自清。此外，貝魯特南郊另一座醫院哈里里大學醫院（RHUH）院外停車場廿一日也遭以軍空襲，造成至少十三人喪生。黎巴嫩衛生部譴責以軍攻擊黎巴嫩最大兩間公立醫院，醫療體系已成為以軍每日攻擊目標的一部分。

以軍首度證實！真主黨領袖潛在接班人薩菲丁已死於月初空襲
以色列軍方二十二日證實，被視為真主黨已故領袖納斯拉勒（Hassan Nasrallah）接班人的薩菲丁（Hashem Safieddine），已在十月四日死於以軍對貝魯特南部的空襲。
以軍指，當日空襲黎巴嫩首都貝魯特南部郊區的真主黨地下情報總部，除了薩菲丁，真主黨情報首長哈齊馬（Ali Hussein Hazima）以及另外約25名成員皆都被殺害，當中包括其他高階指揮官。
自空襲以來，薩菲丁一直與外界斷聯，直到現在以軍才表示可以證實薩菲丁已死。真主黨則尚未宣布他的死訊。
薩菲丁於二〇一七年被美國國務院認定為恐怖分子，為納斯拉勒的表弟，也跟納斯拉勒一樣是戴黑色頭巾的神職人員，這顯示他是伊斯蘭教先知穆罕默德（Mohammed）的後裔。

* Israel launched airstrikes against Iran early on Saturday, with at least seven explosions reported over the capital, Tehran, and nearby Karaj just after 2.30am local time.
* The Israel Defense Forces (IDF) confirmed it had begun to launch “precise strikes on military targets in Iran” in response to “months of continuous attacks” from Iran against Israel.
* Iranian state TV reported several strong explosions heard around Tehran. There were no casualties, the state news agency IRNA said.

Protests erupt across Tel Aviv and Jerusalem after defence minister sacking
* Widespread protests have broken out across Israel after the prime minister, Benjamin Netanyahu, fired his defence minister, Yoav Gallant. Netanyahu said there had been too many gaps between them over the management of Israel’s wars and that a “crisis of trust” had developed. He named Israel Katz as the new defence minister. Thousands of Israelis spontaneously rallied in Tel Aviv against the decision, blocking a main road across Israel, while others demonstrated outside Netanyahu’s residence in Jerusalem, chanting slogans like “We deserve better leaders” and calling the prime minister a traitor. Some clashed with police.
* Gallant said after his dismissal that he believed “everyone of conscription age must serve in the IDF and defend the state of Israel” – including the Ultra-Orthodox – and that it was Israel’s “moral obligation and responsibility” to bring Israeli hostages home “with as many alive as possible”. There would not be any atonement for abandoning the captives and for “those leading this mistaken path”, he said. Gallant also spoke of the need for a state inquiry into any security failures that enabled the 7 October attacks.
* Israel’s president, Isaac Herzog, called Gallant’s dismissal “the last thing Israel needs”. Opposition leader Yair Lapid said the move was an “act of madness” in the middle of a war and that “Netanyahu is selling Israel’s security and the Israeli army soldiers for a disgraceful political survival”. The far-right national security minister, Itamar Ben-Gvir, praised Netanyahu for firing the defence minister, saying that “with Gallant … absolute victory cannot be achieved”.
* Israel Katz vowed to prioritise the return of Israel’s hostages and the “destruction” of Hamas and Hezbollah, in his first post on X since accepting the defence minister role.
* An Israeli strike targeting a residential building in the town of Barja, about 20km south of Beirut, killed at least 20 people on Tuesday, Lebanon’s health ministry said. Rescue operations were under way, it said. Flames reportedly continued to emerge from the building on Tuesday evening.
* An Iran-backed militia in Iraq reportedly claimed to have fired drones at Israel. The Islamic Resistance in Iraq said it fired them at an unspecified site in what it appeared to indicate was in Israel’s south, and attacked a “vital target” in the port city of Haifa.

* Joe Biden, the US president, announced a highly anticipated ceasefire to end the fighting between Israel and Hezbollah. In remarks from the White House Rose Garden, Biden hailed the “historic” deal and said it was designed to be a “permanent cessation of hostilities”. The French president, Emmanuel Macron, who helped broker the ceasefire, is also expected to speak.
* The 60-day ceasefire between Israel and Hezbollah will go into effect at 4am local time (0200GMT) on Wednesday. The US is expected to be a key security guarantor of the deal. American troops will not be committed to the Israel-Lebanon border but the US, France and its allies will provide the “necessary assistance” to ensure the deal is implemented “fully and effectively,” Biden said.
* Under the deal’s terms, Israel will withdraw entirely from southern Lebanon, while Hezbollah will move its heavy weaponry north of the Litani River, about 16 miles (25km) north of the border. During a 60-day transition phase, the Lebanese army will deploy to the buffer border zone alongside the existing UN peacekeeping force. Longstanding border disputes will be discussed after the 60-day withdrawal period.
* Importantly for Israel, Hezbollah dropped its demand that a ceasefire in Lebanon was contingent on ending the fighting in Gaza. The Israel-Hezbollah deal will not have any direct effect on the fighting in Gaza, where US efforts to broker a ceasefire between Israel and Hamas have not led to a deal. “Just as the Lebanese people deserve a future of security and prosperity, so do the people of Gaza,” Biden said during his address on Tuesday. Asked if he would be able to achieve a ceasefire in Gaza before leaving office, Biden crossed his fingers and replied: “I think so. I hope so. I’m praying.”
* Biden issued a joint statement with his French counterpart, Emmanuel Macron, pledging that both countries will work with Israel and Lebanon to ensure the agreement is “fully implemented and enforced”. “This announcement will create the conditions to restore lasting calm and allow residents in both countries to return safely to their homes on both sides of the Blue Line,” the two leaders said.
* Biden’s announcement came after Benjamin Netanyahu, Israel’s prime minister, endorsed the ceasefire after his full cabinet approved the deal. Israel’s national security cabinet voted to approve the deal by 10-1, according to the prime minister’s office. The far-right Israeli minister Itamar Ben-Gvir said he opposed the agreement, calling it a “historical mistake” but did not threaten to withdraw from Netanyahu’s ruling coalition.
* Netanyahu said Israel would retain “complete military freedom of action” and would respond “forcefully” if Hezbollah violated the agreement. In televised remarks after the Israeli security cabinet voted on the proposal, Netanyahu said that there were three reasons to pursue a ceasefire: to focus on the threat from Iran; replenish depleted arms supplies and rest tired reservists; and to isolate Hamas.

Lebanon’s prime minister, Najib Mikati, welcomed the ceasefire deal, describing it as a “fundamental step towards restoring calm and stability”. Mikati thanked the US and France for their involvement, and reiterated his government’s commitment to “strengthen the army’s presence in the south”.
* News of the Israel-Hezbollah ceasefire deal was welcomed by world leaders. The UK’s prime minister, Keir Starmer, called for the ceasefire to be turned into “a lasting political solution”, adding that Britain and its allies will continue to be at the “forefront of efforts to break the ongoing cycle of violence” to achieve a “long-term, sustainable” peace in the Middle East. The president of the EU commission, Ursula von der Leyen, described it as “very encouraging news”.
* Israeli airstrikes continued to pound Beirut even as Biden announced the ceasefire deal late on Tuesday. With just a few hours to go until the ceasefire went into effect, Israel’s military issued more evacuation warnings for Beirut’s southern suburbs. Several airstrikes were reported in Beirut.
* Israeli airstrikes struck central Beirut earlier on Tuesday as the Israel Defense Forces (IDF) issued a flurry of evacuation warnings that sent large numbers of people fleeing to safer areas. Israeli airstrikes killed at least 10 people in central Beirut on Tuesday, Lebanon’s health ministry said. At least seven people were killed and 37 others injured after Israel launched attacks on 20 targets on the Lebanese capital in just 120 seconds, it said.
* At least 3,823 people have been killed and 15,859 others wounded in Israeli strikes on Lebanon since October of last year, according to the Lebanese health ministry on Tuesday. The latest figures include 55 people killed and 160 injured in strikes on Monday alone, the ministry said.
* At least 13 people were killed in an Israeli airstrike on a school sheltering displaced families in Gaza City on Tuesday, Reuters reported, citing medics. Dozens of people were also wounded in the strike that hit the Al-Hurreya School in the Zeitoun neighbourhood, medics said. Separately, seven people were killed during an Israeli airstrike on a house also in the Zeitoun area, and an Israeli strike killed at least one man in Gaza’s southern city of Rafah, Reuters said.
* Israel’s far-right finance minister, Bezalel Smotrich, said it should occupy the Gaza Strip and halve its Palestinian population by the “encouragement of voluntary emigration”. “We can and must conquer the Gaza Strip. We should not be afraid of that word,” Smotrich said at an event late on

Summary of the day so far
It’s just past 9pm in Beirut, Gaza and Tel Aviv. Here’s a recap of the latest developments:
* Thousands of people displaced southern Lebanon have begun returning home after a ceasefire aimed at ending the 14-month-war between Israel and Hezbollah took effect on Wednesday. Lebanon’s motorways were thronged with packed vehicles carrying families returning south despite warnings from the Israeli military that they should stay away while its forces remained in the area. The Lebanese army asked displaced people to avoid frontline villages and towns near the UN-drawn “blue line” that separates the two countries.
* The UN’s secretary general, António Guterres, said the Lebanon ceasefire was the “first ray of hope” in the regional conflict after the “darkness of the past months”. “It is essential that those who signed the ceasefire commitment respect it in full,” Guterres said on Wednesday. He reiterated his call for an immediate ceasefire in Gaza.
* The 60 day ceasefire agreement brokered by the US between Israel and Hezbollah came into force at 4am local time and appears to be holding. If it continues to do so, it represents a major milestone in the 14-month-old war in Lebanon. However, in a sign of how volatile the situation remains, Israeli forces opened fire on a number of cars that attempted to enter what it said was a restricted area on Wednesday.
* The ceasefire in Lebanon came after Israel launched the heaviest day of raids on Beirut, including a series of strikes in the city’s centre. At least 42 people were killed in Israeli strikes on Beirut and the south of Lebanon before the ceasefire began. Hezbollah also fired rockets into Israel, triggering air raid sirens.
* Doubts over whether the ceasefire would hold were widespread on both sides. Supporters of Hezbollah, which has suffered heavy losses since October 2023, celebrated the group’s survival and waved its yellow and green flag across southern Beirut on Wednesday. Iran, Hezbollah’s ally, welcomed the end of Israel’s “aggression” in Lebanon. In Israel, the ceasefire has met a more mixed reaction where rightwingers and residents of Israel’s north have criticised the agreement. Dozens of people gathered outside the Israeli army’s headquarters in Tel Aviv on Tuesday night to protest against the ceasefire.
* The Lebanon ceasefire deal does will not have any direct effect on the fighting in Gaza, where the death toll passed 44,282 on Wednesday. Gaza’s health ministry said an additional 104,880 Palestinians have been injured since October 2023. An Egyptian security delegation is reportedly expected to travel to Israel on Thursday to discuss a Gaza ceasefire deal. The US will renew a push for a ceasefire in the Palestinian territory, president Joe Biden said.
* At least 12 Palestinians, including children and women, were killed in an Israeli strike on a school in central Gaza City on Wednesday, according to the Palestinian news agency Wafa. A pregnant woman and two other Palestinians were killed in Israeli bombing in Beit Lahia in northern Gaza and Khan Younis in the south on Wednesday, Wafa reported.
* Two journalists were injured when Israeli forces “opened fire” on a group of journalists covering a border town of Khiam in south-east Lebanon on Wednesday, Lebanon’s National News Agency said. A video journalist told AFP that he was shot at while reporting in Khiam and that it was clear that the group were journalists.
* Israel has decided to notify the international criminal court (ICC) that it will appeal against arrest warrants for Benjamin Netanyahu and his former defence minister, Yoav Gallant. Separately, France’s foreign ministry suggested that Netanyahu would not immediately be arrested if he came to French territory because Israel is not a member of the ICC.
* The Biden administration is reportedly pushing ahead with a $680m arms sales package to Israel. The package includes thousands of joint direct attack munition kits (JDAMs) and hundreds of small-diameter bombs, Reuters reported.

We’re closing our Middle East crisis liveblog now after a day in which Israel and Hezbollah traded fire in Lebanon, five days after a ceasefire was declared in the conflict.
Here’s what we’ve been following:
* Hezbollah said it launched two rockets near a watchtower in the occupied Shebaa farms earlier on Monday night. They landed in an open area and caused no injuries. In a statement, the group said the attack on the watchtowers was an “initial warning defensive response” against “repeated violations” by Israel of the ceasefire agreement.
* In response, Israel said it targeted “dozens of targets” in southern Lebanon, claiming to have struck “Hezbollah terrorists, dozens of launchers, and terrorist infrastructure” across the country. “Israel demands that the relevant parties in Lebanon fulfill their responsibilities and prevent Hezbollah’s hostile activity,” the army said in a statement.
* US officials said they believed the ceasefire, announced last Wednesday, had not broken down. “If we do see violations of the ceasefire, we’ll go to the parties and tell them to knock it off,” state department spokesperson Matthew Miller told reporters at an afternoon briefing.
* But the UN peacekeeping force, United Nations Interim Force in Lebanon (Unifil), told CNN through an unnamed source said Israel has been serially in breach of the ceasefire agreement. The source said “approximately 100” incidents have been recorded.

* Israeli prime minister Benjamin Netanyahu’s spokesperson denied reports that he is in Cairo for Gaza ceasefire talks. Netanyahu was holding a briefing on Mount Hermon, a strategic location overlooking Damascus, a statement from the prime minister’s office said.
* Hamas, the Palestinian militant group, said ceasefire talks in Qatar aimed at a truce and hostage-prisoner exchange in Gaza were “serious and positive”, while White House national security communications spokesperson John Kirby said “we believe we are getting closer to a Gaza ceasefire deal”.
* Israeli lawmakers narrowly approved the country’s 2025 state budget in an initial vote. The 59-57 vote in the Knesset – the Israeli parliament – to pass the wartime austerity budget in its first of three readings.
* A UN refugee agency official said that about one million Syrian refugees are expected to return to the country in the first six months of 2025, with thousands of people already having returned to the country mostly from Turkey, Lebanon and Jordan.
* Israel’s defence minister, Israel Katz, said his country’s forces will maintain “security control” over the devastated Gaza Strip, even after the war is over, with Israeli soldiers able to act with “full freedom of action” over the territory.
* At least 45,059 Palestinian people have been killed and 107,041 injured in Israeli airstrikes on Gaza since 7 October 2023, the Gaza health ministry said in a statement. Of those, 31 Palestinians were killed and 79 injured in the latest 24-hour reporting period, the ministry said.
* At least 10 people were confirmed killed in an Israeli airstrike on a house in Gaza City that destroyed the building, while further north in the town of Beit Lahiya at least 15 people were reportedly killed while they were sheltering in a house.
* Ahmed al-Sharaa, the leader of the Hayat Tahrir al-Sham (HTS) group that toppled Assad, said all rebel factions would “be disbanded and the fighters trained to join the ranks of the defence ministry” during a meeting with members of the minority Druze community.
* The EU’s foreign policy chief, Kaja Kallas, said the bloc would send an ambassador back to Damascus. “We are ready to reopen our delegation, which is the European embassy, and we want this to be fully operational again,” she said. Kallas added that the EU would aim to help authorities restore basic services like electricity, water and infrastructure.

川普宣布︰美國退出聯合國人權理事會 停止金援中東救助機構
美國總統川普（Donald Trump）上月20日宣示就職後，簽署退出《巴黎氣候協定》、世界衛生組織（WHO）的2道行政命令，引發各界關注。外媒透露，川普預計在美國時間4日發布最新行政命令，宣布美國再度退出聯合國人權理事會（UNHRC），以及停止聯合國對中東救濟機構的資金。
綜合外媒報導，川普此舉旨在恢復其第一任期內的政策，當時美國曾因聯合國人權理事會對以色列的偏見，以及東巴勒斯坦難民救濟工作署（UNRWA）的運作問題，決定從這些機構退出。美國政府指控，聯合國人權理事會未能有效執行其宗旨，且長期對以色列存在著不公平的偏見指責，甚至為侵犯人權的國家政府提供掩護。
報導指出，聯合國人權理事會在2018年時，通過譴責以色列決議的數量，超過了敘利亞、伊朗和北韓（朝鮮）的總和，顯示出該機構存在著明顯的偏見。UNRWA則被以色列批評，為煽動反以色列情緒的機構，並指控旗下員工涉及恐怖活動；以色列駐聯合國代表指出，UNRWA已淪激進組織哈瑪斯控制的恐怖機構，喪失原本被賦予的任務。
事實上，川普曾在2017至2021年任內的第一任內，退出聯合國人權理事與UNRWA；直至拜登政府於2021年2月，宣布以觀察員身分重返。但去年UNRWA傳出參與2023年10月哈瑪斯跨境突襲後，拜登政府就暫停對該機構的資金；以色列政府也對UNRWA採取更嚴格的措施，像是禁止該機構在以色列領土內運作，並阻止機構與以色列當局的聯繫。
另外，川普簽署的這項行政命令，還要求國務卿魯比歐（Marco Rubio）進行審查與告報，尤其是針對存在「推動激進或反美情緒」的國際機構，並特別要求關注聯合國教科文組織（UNESCO）。報導指出，UNESCO曾在2019年正式退出該機構，原因也是該組織存在反以色列的偏見，直到2023年6月，美國才重新回歸UNESCO。
外媒指出，川普這些行動正值以色列總理納坦雅胡（Benjamin Netanyahu）訪問華府之際，納坦雅胡曾多次指責UNRWA的運作，助長了反以色列情緒，並使得以色列與巴勒斯坦的和談進程陷入困境。

難道這就是國際政治的現實嗎？自古以來，巴勒斯坦人就定居在加薩走廊（Gaza Strip），長達千年以上。不過，美國總統川普（Donald Trump）一句話就決定，美國將接管加薩走廊，必要時會部署美軍。至於原本居住在加薩走廊的230萬巴勒斯坦人呢，「應永久離開」。
- 不過同樣也應該要求以色列不可以插手、進駐。
但很明顯，既然川普跟納坦雅胡比較好，那勢必這塊地高機率變成以色列透過美國隻手來取得，而非藉由第三國來管理加薩這塊爭議地。
