（中央社倫敦5日綜合外電報導）英國第2大城伯明罕今天承認無法平衡收支，並指責保守黨政府提供的資金已差短多年。市議會領導人指出，通膨猖獗加上稅收減少，引發「一場完美風暴」。

法新社報導，位於英格蘭中部的伯明罕（Birmingham）市議會表示，已根據「1988年地方政府財政法」（Local Government Finance Act 1988）發布第114條通知，禁止除基本服務外的所有支出。

由工黨把持的伯明罕市議會領導人表示，此舉是讓支出重新站穩腳跟的「必要步驟」。

他們表示，保守黨政府2010年執政至今，共計削減10億英鎊（約新台幣400億元）開支，造成包括推出新電腦系統等「長期存在的問題」雪上加霜。

伯明罕市議會領導人柯頓（John Cotton）還說，「通膨猖獗」，加上成人社會護理成本增加，以及商業稅收減少，造成「一場完美風暴」。

但伯明罕市議會的保守黨議員指責工黨對公共財政管理不善。

伯明罕市議會6月時透露，得為同工同酬官司支付高達7.6億英鎊的索賠開支。伯明罕擁有約110萬人口。

南倫敦克洛伊頓議會（Croydon Council）去年11月因預算中存在1.3億英鎊的黑洞而發布第114條通知。位於倫敦以東艾塞克斯郡（Essex）的瑟羅克議會（Thurrock Council）去年12月也宣布陷入財務困境。
