President Donald Trump on Monday fired Federal Reserve Governor Lisa Cook,
according to a letter on his Truth Social, an unprecedented move and a
significant escalation of his attacks on the U.S. central bank.

美國總統川普週一在他的 Truth Social 上發表的一封信中宣布，開除聯準會理事 Lisa
Cook。這是前所未有的舉動，也是他對美國央行攻擊的重大升級。

“Pursuant to my authority under Article II of the Constitution of the United
States and the Federal Reserve Act of 1913, as amended, you are hereby removed
 from your position on the Board of Governors of the Federal Reserve,
effective immediately,” Trump wrote.

川普在信中寫道：「依據美國憲法第二條以及經修正的 1913 年《聯邦儲備法》，我在此
宣布你立即被解除聯準會理事會職務。」

Trump’s move pushes the Federal Reserve into unchartered territory and will
likely lead to a legal clash that could wind up at the Supreme Court.

川普此舉將聯準會推向未知領域，並可能引發一場最終鬧上最高法院的法律衝突。

Congress curbed the president’s authority to unilaterally fire a Fed governor
 in the Federal Reserve Act of 1913, which states that president can only do
so “for cause.” While the law does not elaborate on what constitutes “cause
,” it has historically been understood to mean serious concerns about an
official’s ability to continue serving.

根據 1913 年《聯邦儲備法》，國會限制了總統單方面開除聯準會理事的權力，總統僅能
在「有原因」(for cause) 的情況下這樣做。雖然法律未具體定義「原因」為何，但歷來
被理解為對官員能否繼續履職有嚴重疑慮。


The Trump administration claims that Cook, who was nominated by former
President Joe Biden in 2022, committed mortgage fraud by allegedly naming two
different properties as her primary residence at the same time.

川普政府聲稱，2022 年由前總統拜登提名的 Cook 涉嫌房貸詐欺，據稱她同時將兩處不
同房產登記為主要居所。

Federal Housing Finance Agency Director Bill Pulte, an outspoken critic of Fed
 Chairman Jerome Powell, publicly accused Cook of mortgage fraud on Aug. 20
and sent a criminal referral to the Justice Department.

聯邦住房金融局局長 Bill Pulte（亦為鮑威爾的公開批評者）於 8 月 20 日公開指控
Cook 涉嫌房貸詐欺，並將此事移送司法部。

Trump quickly called for Cook’s resignation following Pulte’s claims,
writing in a social media post that “Cook must resign, now!!!”

在 Pulte 的指控後，川普迅速呼籲 Cook 辭職，並在社群媒體上寫道：「Cook 必須馬上
辭職!!!」

Cook said in a statement the same day that she has “no intention of being
bullied to step down from my position because of some questions raised in a
tweet.”

Two days later, Trump said he would fire Cook if she did not resign.

Trump’s firing will likely trigger a legal showdown. The Supreme Court could
get involved if a judge allows Cook to continue serving in her role while
legal proceedings play out.

川普的開除舉動可能引發法律對決。如果法院允許 Cook 在訴訟進行期間繼續留任，最高
法院可能會介入。

If Trump is ultimately successful in removing Cook, he will be able to
nominate her replacement and reshape the Fed’s governing board for the next
several years. Fed governors typically serve 14-year terms.

Two of the seven current Fed governors, Christopher Waller and Michelle Bowman
, are Trump appointees.

Another spot opened up earlier this year when Adriana Kugler abruptly stepped
down, giving Trump another seat to fill. He has nominated Stephen Miran, chair
 of the Council of Economic Advisors, to fill the vacant seat.

The move exacerbates concerns surrounding the Federal Reserve’s independence
under the Trump administration.

Trump has repeatedly criticized the central bank and its chair for not cutting
 short-term interest rates.

Powell has so far resisted Trump’s pressure, even as the president has
threatened to fire him before his term as chair expires next year.

Speaking on Aug. 22 at the central bank’s annual symposium in Jackson Hole,
Wyoming, however, Powell suggested that conditions “may warrant” interest
rate cuts as the Fed proceeds “carefully.”

President Donald Trump ousted Federal Reserve Governor Lisa Cook on Monday,
alleging she lied on mortgage forms by declaring two primary residences.

美國總統川普週一罷免了聯準會理事 Lisa Cook，指控她在房貸文件上作假，聲稱自己有
兩處「主要居所」。

In a letter to Cook, Trump said the Federal Reserve Act provides that she can
be removed at his discretion.

川普在致 Cook 的信中表示，《聯邦儲備法》規定她可依他的裁量被免職。

"As set forth in the Criminal Referral dated August 15, 2025, from Mr. William
 J. Pulte, Director of the Federal Housing Finance Agency, to Ms. Pamela Bondi
, Attorney General of the United States…there is sufficient reason to believe
 you may have made false statements on one or more mortgage agreements," Trump
 wrote.

川普寫道：「根據 2025 年 8 月 15 日住房金融局局長 William J. Pulte 送交司法部

"For example, as detailed in the Criminal Referral, you signed one document
attesting that a property in Michigan would be your primary residence for the
next year.

Two weeks later, you signed another document for a property in Georgia stating
 that it would be your primary residence for the next year," Trump continued.

"It is inconceivable that you were not aware of your first commitment when
making the second. It is impossible that you intended to honor both."

Trump wrote that the Federal Reserve has a "tremendous responsibility" to set
interest rates and regulate banks.

He added that Americans must have full confidence in the honesty of those
setting policy and overseeing the Federal Reserve.

"In light of your deceitful and potentially criminal conduct in a financial
matter, they cannot, and I do not have such confidence in your integrity,"
Trump wrote.

"At a minimum, the conduct at issue exhibits the sort of gross negligence in
financial transactions that calls into question your competence and

He concluded ordering her immediate removal from office.

Pulte sent his referral to the DOJ on Wednesday and accused her of having "
falsified bank documents and property records to acquire more favorable loan
terms, potentially committing mortgage fraud under the criminal statute."

Under federal law governing the Federal Reserve system, the president can only
 remove a sitting governor for cause, which has historically been interpreted
as applying to malfeasance or misconduct, rather than policy disagreements.

依據聯準會制度相關的聯邦法律，總統只能因「有原因」而罷免現任理事，而歷來「原因
」被解釋為瀆職或不當行為，而非政策分歧。

The president’s action to remove Cook from her role marks the first time in
history that a president has attempted to remove a sitting Federal Reserve
governor, and it could lead to a legal battle.

總統試圖罷免現任聯準會理事，在美國歷史上尚屬首次，此舉可能引發法律戰。

Cook was appointed to the Fed by President Joe Biden in 2022 and was confirmed
 by the Senate on a party-line vote of 51-47 in September 2023. Her term as a
Fed governor runs 14 years, from 2024 to 2038.

Cook 由拜登總統於 2022 年提名，2023 年 9 月以參議院黨派分裂表決（51 票對 47 票
）獲確認。她的聯準會理事任期為 14 年，自 2024 年至 2038 年。

偽造主要居所(primary residence) 的常見動機與好處：

較低利率
在美國，主要居所的房貸利率往往比投資性房產低 0.25%～0.5%。
如果 Cook 同時把兩個房產都聲稱是主要居所，就可能用「自住貸款」的低利率買到第二
棟房。

較低頭期款 (down payment)
主要居所的貸款通常頭期款要求只需 3%～5%，而投資性房產可能需要 20%～25%。
假如她用「自住名義」，可以少付數萬甚至數十萬美元的頭期款。

稅務優惠 (mortgage interest deduction)
主要居所的房貸利息可以抵稅，投資房則有不同規則。
同時宣稱兩處為「主要居所」可能讓她多享稅務好處。

風險更低
銀行認為自住房風險較低，貸款條件會更寬鬆。

 綜合來看，這種行為的「好處」就是 省錢、降低貸款成本、享受稅務優惠。
