2025年6月4日，菲律賓國家調查局突襲宿霧省拉普拉普市瑪克坦區 Vistamar 社區一處住
宅，逮捕31名涉嫌從事網路詐騙的嫌犯，其中包括兩名台灣人。根據官方說法，這個據點

兩名台籍嫌犯分別是31歲的Liu Cheng-Chihi與41歲的 Tsai Chit Ting,，涉嫌擔任詐騙
中心的主管，指揮29名菲律賓籍男女進行詐騙操作，包含假冒社群帳號、偽造電商網站等
機房已運作近一年。

詐騙模式包括假交友、假社群、假電商
該團隊使用的詐騙手法包括建立假交友網站帳號（如 Filipino Cupid）、假 Facebook/
Instagram/Telegram 帳號，並操作仿冒蝦皮的網站(如 shope6vip.martin1707.com)
進行假交易。受害者多在下單後遲遲收不到貨，才發現被騙

依網路犯罪防制法起訴
本案依據《2012年網路犯罪防制法》（Republic Act 10175）第4(b)(2)條「電腦詐欺」
罪名起訴。若罪名成立，嫌犯將面臨6至12年徒刑與不低於20萬披索罰金(11萬台幣)。

搜索令合法執行，地方政府配合行動
這次搜索是根據宿霧地方法院第11庭 Ramon Daomillas Jr. 法官核發的三張「搜索、扣
押並檢查電腦資料」令進行。地方市議員與警局長皆到場協助突襲與拘提。
